PERSONNEL ANALYST I
GENERAL DEFINITION
This is public personnel work at the advanced training level in the city's central personnel
agency. An employee in this class participates in a continuing training program for journeyman
level performance which includes rotational assignments in classification, examination and basic
data. Work is performed under close supervision and assignments expand in complexity and
scope as the employee gains experience. Significant to the work is establishing and maintaining
effective working relationships with departmental personnel, union officials, associates and other
department staff.
Work is performed under the direction of a technical supervisor. Assignments require
evaluative thinking and are performed in accordance with standard personnel practices and
policies. Activities affect the operation of a central agency personnel program.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Learns the principles and practices of classification including receiving requests from
departmental authorities to fill existing positions, establishing new classifications or review
existing classes; reviewing requests; conducting audits; preparing written reports; making
recommendations; revising existing and preparing new class specifications; presenting duties for
evaluation.
- Learns the principles and practices of examinations including preparing examination
announcements advertising the class open and necessary requirements; reviewing applications
to insure applicant's eligibility; preparing examination outlines based on areas to be tested;
preparing and scheduling examination; obtaining raters for performance and oral board
examinations; responding to appeals at all stages of the examination process.
- Learns the principles and practices utilized to perform job analysis studies and construct
content valid examinations; learns the application of statistical and sampling methods, data
collection and rating scales, prepares reports on finding, conclusions and recommendations.
- Establishes and maintains contact with a diverse group of officials and administrators,
union officials, employees, and the general public in the carrying out of assigned duties; works
with associates to resolve and expedite the personnel process through the central agency.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 2/81.)
- Completion of a bachelor's degree program at an accredited college or university.
- One year of trainee level experience in public personnel work.
Or any equivalent combination of acceptable education and experience which includes
possession of a bachelor's degree from an accredited college or university as an educational
minimum.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
