EMERGENCY MANAGEMENT ANALYST
GENERAL DEFINITION
This is emergency management work analyzing and updating the City's emergency management
plans, identifying potential disasters, designing new emergency operation plans, and keeping the
Emergency Operations Center in a state of readiness. An employee in this class interprets federal and
state legislation and emergency guidelines, attends various emergency management meetings, and
develops and conducts training courses. Meeting with city, state and federal officials for the purpose of
updating contingency plans, eliciting information concerning emergency management and coordinating
joint emergency management training exercises is of major significance to the work. Work is performed
under the supervision of the Emergency Management Services Director.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Reviews and analyzes existing city emergency management contingency plans; ensures that
contingency plans are current and adequately address specific emergencies or disasters; updates existing
plans to conform with federal and state requirements; develops new plans as needed; contacts
governmental officials to discuss any changes of existing plans; explains requirements to departmental
and volunteer group officials; makes recommendations to establish, revise and improve emergency plans
and programs to effectively handle disasters or major emergencies.
- Ensures readiness of emergency operating center; follows procedures for inspecting and testing
center equipment; serves as operations officer during center activation; develops operational procedures
to be used by center representatives; informs representatives of new procedures and developments; relays
messages to appropriate officials during center activation.
- Works in the field during major fires or emergencies to coordinate the activities of involved, State
and Federal agencies and other organizations.
- Speaks to civic, social, commercial, industrial, professional, and governmental groups to inform
them of various aspects of emergency management and to enlist their understanding and support.
- Attends and actively participates in emergency management seminars and meetings; prepares and
maintains reports and literature on emergency management procedures.
- Plans, conducts and coordinates city-wide and intercounty emergency management exercises
involving municipal, county, state, federal, and military agencies, and voluntary and professional
organizations; secures the cooperation of police, fire, and health departments and similar organizations
involved in these exercises.
- Develops training programs and instructs individuals and organizations in precautions and
preparations for disasters or major emergencies; prepares audio-visual programs to instruct groups in
emergency management programs.
- Develops mutual aid programs and other cooperative emergency management programs in
coordination with officials of surrounding counties and the military.
- Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 9/75.)
- Completion of a bachelor's degree program at an accredited college or university.
- Two years of experience administering and coordinating an emergency preparedness or emergency
management program, including the establishment and maintenance of public contacts to further program
goals and objectives.
Or any equivalent combination of training and experience determined to be acceptable by the
Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
LICENSES, REGISTRATIONS AND/OR CERTIFICATES
- Possession of a valid proper class motor vehicle operator's license as issued by the Commonwealth of Pennsylvania prior to appointment and during tenure of appointment as a Emergency
Management Analyst.
