MANAGEMENT ANALYST IV
GENERAL DEFINITION
This is administrative and operational analysis work in the central management agency directing and
participating in the review of operations, systems, and procedures of city departments and developing and modifying
methods and systems to improve administrative and operational processes. Work is performed within one of the
areas of administration, fiscal control, strategic planning, or management operations. Working with officials of
operating departments to review operational processes and implement modifications, and acting as a consultant for
executive level operating department personnel in the design and implementation of new programs are significant
aspects of work. An employee in this class may supervise lower level analysts, interns, and trainees and act as
temporary unit supervisor in the absence of a superior. Work is performed under the general direction of an
administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

Participates in the analysis of the operations and administrative processes of the City's operating
departments; may review preliminary budgets submitted by agencies and formulate recommendations affecting new
or expanded operating programs.
- May supervise lower level analysts engaged in the analysis of budget processes; prepares a variety of
administrative releases and coordinates their implementation; prepares materials for speeches to be given by
superiors at various municipal activities; represents superiors at various city, committee and community meetings.
- Plans, assigns, reviews, and participates in special studies to improve administrative processes and controls
in functional areas of the city government affecting the operating departments; may supervise lower level analysts
engaged in analysis of administrative processes; trains lower level central management agency staff; reviews
recommendations of lower level analysts for conformance with policies and sound management principles;
determines adequacy of information gathered by subordinates to support conclusions; reviews and evaluates results
of studies and makes appropriate recommendations.
- Confers with representatives of the various operating departments regarding the initiation and scope of
administrative studies; analyzes federal and state proposals and legislation of interest to the city and affecting the
programs of operating departments; reviews proposals for federal and state grants; oversees the implementation and
control of projects by the participating departments.
- Acts as management consultant for executive level departmental staffs for the design and implementation
of new projects and programs; directs the operating department staff in the implementation of these programs.
- Coordinates the preparation of background and updated material on labor management issues and makes
recommendations to the Managing Director on issues and policy.
- Oversees the development of long term planning requirements to include identification of significant areas,
alternative processes for review, initial recommendation for response, and development of final plans for
implementation.
- Participates in a program for the recruitment, selection, training,a nd development of administrative analysis
personnel; speaks to interested applicants; sets up training programs; assigns administrative analysis personnel,
interns, and trainees to appropriate position and evaluates their performance on the job.
- Prepares a variety of periodic and special reports pertaining to the operations and problems of the operating
departments, including sick leave usage, overtime usage, personnel vacancies, work production, and fiscal matters;
participates in the preparation of amendments to administrative board rulings and scheduling of agendas for
administrative board meetings.
- Reviews city-wide space utilization program; makes recommendations for approval and implementation;
participates in various space and facility management analysis and related issues; and makes recommendations on
space rentals, relocations and renovation requests.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles and practices of public administration as they relate to a large organization.
- the principles and practices of methods and procedures analysis, administrative control, work simplification,
and forms and records control.
- the principles of management and administration, including such areas as administrative planning,
budgeting, human resources management, finance, accounting, statistics and computer applications.
- the organization and functions of the department and agencies which comprise city government.
ABILITY TO:

control, review, and analysis of departmental operations.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum
training and experience standards which will be used to admit or reject applicants for tests. Applications submitted
by candidates for this class will be reviewed based on training and experience requirements as approved on 3/86.)
- Completion of a bachelor's degree program at an accredited college or university.
- Six years of general administrative or technical staff experience in a large organization, two years of which
shall have been spent in advanced level administrative or operational analysis in the central management agency of
a large public jurisdiction.
Or any equivalent combination of training and experience which has included a bachelor's degree as the
educational minimum and which has been determined to be acceptable by the Personnel Department.
NOTE:
Possession of a master's degree in public administration, business administration, political science,
governmental administration, industrial management, or industrial engineering may be substituted for one
year of the general experience requirement.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
