HOUSING AND COMMUNITY DEVELOPMENT ANALYST 1
GENERAL DEFINITION
This is analytical work at the full performance level planning, implementing, and evaluating funded housing, community and economic development projects and programs to effectuate conformance to federal, state and local funding requirements and to ensure effective delivery of services. Employees in the Contracts Assignment prepare contract scope and budget, process contracts and invoices, conduct analyses, and prepare recommendations aimed at developing new or improving existing housing and community development projects and programs. Employees in the Monitoring Assignment perform comprehensive analysis and evaluation of organizational and project performance and recommend plans to correct any identified issues to ensure compliance with funding guidelines. Employees in this class review proposed regulatory changes for fiscal and programmatic impact and make recommendations regarding the origination and revision of agency policies based on changes to city, state and federal laws and regulations. Contact with officials of public agencies, a diverse range of contracted providers, and City and departmental staff to obtain information or render assistance are significant aspects of the work. Work is performed under the direction of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
1. Employees in the Contracts Assignment must be responsible for implementing, managing, and evaluating provider contracts and preparing reports, and ongoing tracking of provider agencies’ program budgets and performances to ensure compliance with funding policies and guidelines.
2. Employees in the Monitoring Assignment must be responsible for implementing and evaluating the comprehensive monitoring of contracted providers and drafting corrective plans of action when necessary to ensure compliance with local, state, and federal regulations for housing programs and projects.
3. Positions must be located in the in the Department of Planning and Development.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Both Assignments
Provides technical guidance for financial and program support to funded agencies; advises agencies on appropriate management practices to follow in administering programs and documenting and reporting services provided and costs incurred; refers agency administrators to other units or departments for consultation and assistance in specific management areas.
Determines appropriate methods for collecting program service data to be used in evaluations and preparation of periodic reports; analyzes and collects production data and produces required governmental performance reports on a quarterly, annual, or as needed basis; advises superior on the causes of reporting or production problems encountered in program agencies.
Participates in a Contract Review Committee to review housing, community, and economic development contracts and identifies inaccuracies and non-compliance with federal, state, and local regulatory requirements, agency high risk designation, and outstanding monitoring issues.
Performs related work as required.
Contracts Assignment
Identifies funding criteria and program guidelines of federal and state program legislation and ascertains their impact on provider's services; identifies programs qualified for funding under federal and/or state program legislation; writes requests for funding based on funding criteria or guidelines.
Assists in the preparation of Requests for Proposals (RFP) for new funding opportunities and programs to include but not limited to: drafts documents and attachments, creates proposal for scoring criteria, assists with briefing and organization of review committee.
Meets with representatives of agencies in pre-contract sessions to discuss and explain program and financial requirements; prepares scope of service statements and program budgets for contracts or agreements recommended for funding; advises agencies on process involved in program implementation; supplies information and documentation to other departmental units, city agencies or independent accounting firms performing audits of contracted agencies.
Coordinates with legal staff to initiate, process, and track final contracts; attempts to resolve problems relating to the processing of contracts; reviews and approves invoices as part of the contract management process; evaluates requests for and/or initiates amendments to contracts for budgeting or service changes.
Orients representatives from contracted agencies on performance standards for compliance with contract requirements.
Attends provider meetings and participates in program services sessions to assist with obtaining program information; collaborates with a diverse range of partners and providers to evaluate program effectiveness and recommends policy changes if needed.
Responds to provider, client and funder inquiries and requests for information.
Monitoring Assignment
Assists in the development of the Annual Monitoring Plan and performs on-site entrance conferences with funded agencies and organizations; conducts comprehensive onsite and desk reviews of funded provider agencies to include but not limited to examination of contracts, invoices, and reports; conducts evaluation of agency administrative and programmatic procedures and operations, analysis of program outcomes, and facilitation of housing unit inspections, if applicable.
Prepares written reports detailing findings and recommendations for supervisory review and approval; conducts exit conference with provider to discuss results of Monitoring Review; consults with providers on corrective action plan if required; performs follow-up reviews as needed.
Conducts in-house organizational quality control evaluations; interviews agency personnel to gather pertinent information; participates in formulating strategies to improve existing programs and procedures; develops and maintains tracking system of findings.
Makes recommendations for updating the agency's operations and procedures manual based on local, state and federal laws and program procedures.
Attends monitoring meetings and reviews; assists in providing requested information and in drafting response to findings.
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES
KNOWLEDGE OF:
· the principles and practices of contract administration as they apply to the monitoring and evaluation of housing and community development programs
· laws, regulations and guidelines of federal, state, and local funding sources for housing and community development projects and programs
· the organization and functions of government and other organizations involved in housing and community development
· the administrative principles and practices of contracting and related compliance monitoring of funded housing and community development projects and programs
· the principles, practices, and procedures of preparing annual budgets for contracted agencies and review of fiscal documents/records of housing and community development programs

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 5/24.)
EDUCATION:
Completion of a bachelor's degree program in public policy, social science, public administration, business administration, community planning, or a closely related field from an accredited college or university.
NOTE: Completion of an industry related certification or additional experience may substitute for the required education on a year for year basis.
AND EXPERIENCE:
Two years of housing and community development experience r planning, managing, or monitoring programs or contracts
NOTE: Completion of a master's degree program with major coursework in public administration, business administration, community planning or a related area may be substituted for one year of the experience requirements.
OR
Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources .
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
