PROCUREMENT TECHNICIAN ASSOCIATE
GENERAL
DEFINITION
This is technical procurement work, of a para-professional nature, processing and reviewing
purchase requisitions for commodity items and/or construction contractors. Employees in this class work
independently on assigned, non-complicated purchasing projects and perform various facilitative services
as part of a team on more difficult assignments. This class is differentiated from other technical
procurement classes in that employees have primary responsibility for assigned purchasing projects, which
do not expand in scope and complexity as the employee gains experience. Work is performed under the
general supervision of a technical superior.
ALLOCATING FACTORS: (The following conditions must be met for a position
to be approved for this class.)
- The position must be responsible for non-complicated purchasing projects.
- The position must be located in the City's Central Procurement Agency.
- Only one such position will be approved for each departmental team.
TYPICAL EXAMPLES OF WORK
(ILLUSTRATIVE ONLY)
- Receives and reviews purchase requisitions and emergency order requests and/or public work
contracts for content and conformance to specifications; approves requisitions which meet all acceptable
criteria.
- Receives vendor bids for the provision of commodities to the City or for public works contacts;
evaluates bids and determines the lowest qualified bidder; awards the bid to the lowest qualified bidder;
processes awarded bids.
- Maintains commodity and bidders' list; compiles new bidder sources for commodities by
researching professional and trade journals and the phone book and by contacting vendors.
- Utilizes PC to check the status of requisitions, bids, contracts and purchase orders.
- Writes commodity specifications; compiles information necessary for the writing of specifications.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS
AND ABILITIES
KNOWLEDGE OF:
- the standards, principles, methods and techniques of public purchasing.
- large-scale centralized purchasing methods and procedures.
- the various grades and qualities of commodities and services, and their source of supply.
- the markets, market practices, pricing methods and differentials.
- the City's buying and bidding procedures.
- commodity cataloging, purchasing inspection and warehousing operations.
ABILITY TO:
- write specifications for a variety of commodities.
- learn public contract award practices and regulations as they apply to public works projects.
- learn laws, rules and regulations governing the purchase of municipal commodities.
- gather and analyze facts.
- prepare reports and made recommendations.
- evaluate the financial, production and delivery capabilities of potential bidders and/or contractors.
- establish and maintain effective working relationships with associates, superiors and the public.
MINIMUM ACCEPTABLE TRAINING
AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 6/93.)
EDUCATION
- Completion of sixty course credits from an accredited college or university supplemented by four
approved courses in purchasing.
AND
GENERAL EXPERIENCE
- One year of general clerical experience which has been in the City's Central Procurement
Agency.
AND
SPECIFIC EXPERIENCE
- Three years of experience in the City's Central Procurement Agency performing technical
procurement work of limited scope and difficulty processing and reviewing purchase requisitions for
commodity items and/or construction contracts for content and conformance to specifications, tabulating
and analyzing bids, and assisting in determining the lowest qualified bidder.
Or any equivalent combination of education and experience determined to be acceptable by the
Personnel Department which includes the education and specific experience described above.
NOTE:
For the first holding after the April, 1998 Civil Service Commission agenda, the associate degree requirement will be waived.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
