OPERATING BUDGET DIRECTOR
GENERAL DEFINITION
This is fiscal management work directing all activities of the City's central operating budget agency through
subordinate supervisors. The employee is responsible for the planning, implementation and review of City-wide policy
and overall goals, objectives and priorities within the area of operating budget development and control. Significant to
the work is the responsibility for implementing financial mandates set forth by the Director of Finance. Working with
administrative, legislative and departmental officials to implement fiscal policies and testifying at City Council and before
other boards and hearings, and providing information on the financial state of the City to media, legislators, government
agents, and representatives of the financial and economic community are significant to the work. Work is performed
under the direction of a Deputy Finance Director.
ALLOCATING FACTORS: (The following conditions must be met for a position to be approved for this class.)
- Only one position in the City's central finance agency will be allocated to this class.
- The position must direct all functions of the Operating Budget Division.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Formulates and develops the City's operating budget goals, objectives and policies; plans, organizes, and directs
the implementation of these budgetary goals, objectives, and priorities; directs the preparation, review and analysis of
revenue estimates; establishes priorities and timetables for the formal preparation of the City's overall operating budget;
confers with the Finance Director on the preparation and implementation of budgetary goals, objectives, and priorities;
establishes priorities and budget; confers with the capital budget director to determine the impact of the City's capital
budget on operating expenses; reviews budget requests and recommends inclusions, deletions and modifications; conducts
hearings on budgets of city agencies; testifies in councilmanic and other hearings on budget requests and related matters.
- Plans, organizes, directs, coordinates and reviews the activities of the City's central budget agency; directs the
activities of a budget analyst staff in the examination, evaluation, and control of the City's operating budget and various
aspects of the capital budget; establishes, develops and implements agency priorities, procedures and policies; reviews
staff recommendations pertaining to transfer of funds and additional appropriations; reviews all personnel transactions
and fund transfer requests; reviews reports and recommendations on major financial policy issues and problems; reviews
results of special or recurring studies pertaining to the fiscal and related operations of City agencies; provides cost
analyses of benefits and other contract awards for labor negotiation purposes.
- Discusses the implementation of budgetary policy with departmental officials; explains and discusses budgetary
policy changes; advises City administrators and City Council officials on caucus modifications; represents department at
meetings with the media, fiscal and economic agency representatives, and state and federal legislators.

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- the principles of public finance and accounting as applied to the preparation and control of operating budgets.
- the principles and practices of budget administration and their application to budgetary objectives and
policies.
- economic and econometric principles as applied to the use of econometric models for forecasting revenues and
expenditures.
- administrative and managerial practices, policies, and procedures as applied to budget, grant administration, and
analyses.
- organizational, management and systems theory as applied to budget administration and analysis.

- the application of computing equipment and software to the maintenance of financial records.

principles and departmental policies.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training
and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates
for this class will be reviewed based on training and experience requirements as approved on 7/96.)
EDUCATION
- Completion of a bachelor's degree program at an accredited college or university with major course work in
business administration, public administration, economics, finance, accounting or urban studies.
AND
GENERAL EXPERIENCE
- Seven (7) years of budget experience in a government budget agency reviewing and analyzing budget requests.
AND
SPECIFIC EXPERIENCE
- Two (2) years of experience in a supervisory capacity over a group of budget analysts within a central operating
budget agency.
Or any equivalent combination of experience determined to be acceptable by the Personnel Department that has
included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this
class.
