BUDGET OFFICER 2

 

GENERAL DEFINITION

 

            This is administrative and technical budget work planning, developing, analyzing and maintaining a comprehensive budget program for a major city department or agency.  This class is distinguished from the next lower level in the series by the size and complexity of the budget program maintained, based on the dollar value of the different major classes of expenditure, the number of separate functions to be budgeted for, and the number and size of funding sources.  Supervising a staff of technical and clerical employees and establishing effective working relationships with departmental administrators and other city officials are of major significance to the work.  Employees in this class are responsible for the preparation and administration of a budget for a major city department or agency.  Work is performed under the direction of an administrative superior.

 

ALLOCATING FACTORS:  (The following conditions must be met for a position to be allocated to this class.)

 

1.    This position must prepare and administer a comprehensive budget for a major City department.

2.    This position must supervise technical employees.

3.    Only one position will be allocated to a department.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

            Elicits budget requests from department administrators; explains procedures to be followed in developing budget requests; coordinates the preparation of the municipal budget with the preparation of special budgets and contracts with outside agencies; provides cost data for inclusion in requests.

            Supervises and participates in the review of budget requests for accuracy, completeness and conformance to instructions; confers with departmental administrators on the structure of new program requests to insure that all program needs have been included and that related programs have been adjusted to reflect the impact of new programs; recommends changes in program requests to insure success; writes justifications to clarify the need for, and the benefits to be derived from, requested programs.

            Discusses possible sources of outside funding of program personnel; negotiates with grantor agencies to establish reporting requirements, levels of funding, procedures for reimbursement and schedules of eligible costs; confers with representatives of the central accounting and budgeting agencies to establish mechanisms for receiving and expending grants revenue.

            Meets with departmental administrators to discuss budget proposals and to establish the priority of different requests; recommends the deletion, inclusion or modification of different requests; participates in determining the strategy to be employed in requesting programs, such as, implementing a program in phases over several budget years.

            Attends budget review hearings; makes presentations explaining and justifying budget requests; allocates decreases in budget requests according to departmental policy.

            Receives projects to be requested in the capital program; elicits the priority for each project and the proposed construction schedule from departmental administrators; directs the preparation of capital budget request sheet.

            Reviews requisitions for adherence to the budget; recommends the transfer of monies to cover non-budgeted items; prepares requests for the administrative or legislative transfer of money.

            Supervises a staff of clerical and technical personnel engaged in assisting departmental administrators to prepare budget requests, in processing all budget transactions and in preparing and assembling budget documents.

            Supervises a staff of clerical and accounting personnel engaged in accounting necessary for the recording and control of budgetary expenditures; supervises the maintenance of accounts for specialized departmental accounts; reviews pertinent reports and statements for accuracy, completeness and conformance to work instructions.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           the principles, practices and problems of preparing and administering operating and capital budgets in a municipal agency

•           the principles and techniques of developing and maintaining cost and performance statistics

•           administrative principles and practices as they relate to large business or governmental organizations

•           accounting principles

•           applications and usage of electronic spreadsheets

 

ABILITY TO:

 

•           exercise initiative and judgment in analyzing departmental needs and in making pertinent recommendations concerning related budget request and administration

•           coordinate the planning and preparation of the municipal budget with the preparation of special budgets and contracts with outside agencies

•           supervise the work of a group of employees engaged in maintaining budgetary and related records

•           prepare comprehensive fiscal reports and statements

•           establish and maintain effective working relationships with departmental and central agency officials

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statements represent the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/17.)

 

EDUCATION:

 

            Completion of a bachelor's degree program at an accredited college or university.

 

AND

GENERAL EXPERIENCE:

 

            Two years of accounting, budgeting, or auditing experience.

 

AND

SPECIFIC EXPERIENCE:

 

            One year of experience as a Budget Officer I, developing and maintaining a budget program for a City department or agency.

 

OR


 

            Two years of full performance level budgeting experience planning, preparing, and maintaining departmental budgets or full performance level auditing or advanced level accounting experience.

           

OR

 

            Any equivalent combination of education and experience determined to be acceptable by the Office of Human Resources, which has included a bachelor's degree as an educational minimum and the specific experience.
