GENERAL DEFINITION
This is budget work of limited technical scope and complexity assisting departmental administrators in planning, preparing and maintaining an assigned portion of the budget programs for a City department or agency. Employees in this class participate in gathering information and preparing justifications for departmental budgets, monitor budgetary expenditures for conformance to allotments, and prepare and maintain periodic reports on a variety of budgetary transactions.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- Employees in this class must perform budget work of limited scope and complexity, assisting departmental administrators in planning, preparing and maintaining an assigned portion of the budget programs for a City department or agency.
- The employees in this class report to a technical supervisor.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Distributes budget request forms to departmental administrators; explains procedures to be followed in developing budget requests; provides current cost data for inclusion in requests; reviews completed requests for accuracy, completeness and conformance to instructions.
- Participates in the physical preparation and assembly of the departmental budget by computing totals of budgetary allotments, by preparing subsidiary schedules and listings, and by ensuring that proper budget format is followed; notes additions or deletions to budget requests and adjusts budgetary documents accordingly.
- Receives projects to be requested in the capital program; elicits the priority for each project and the proposed construction schedule; prepares capital budget request sheets by distributing cost data provided by architects and engineers according to established procedures; summarizes historical cost data on individual capital budget projects from departmental financial records.
- Reviews requisitions for conformance to the budget; notifies administrators of requisitions from non-budgeted items; monitors expenditures and encumbrances to identify potential overdrafts and surpluses.
- Prepares periodic reports on budget transactions, including reports on the status of budgetary accounts, on the status of capital projects, and on expenditures made by contracted agencies.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- principles, practices and problems of preparing and administering operating and capital budgets in a municipal agency
- the principles and techniques of developing and maintaining costs and performance statistics
- administrative principles and practices as they relate to large business or governmental organizations
ABILITY TO:
- operate a computer terminal
- operate or learn to operate computer software relating to purchasing and fiscal reporting
- exercise initiative and judgment in analyzing departmental needs and in making pertinent recommendations concerning related budget requests and administration
- prepare comprehensive fiscal reports and statements
- establish and maintain effective working relationships with departmental and central agency officials
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 9/01).
EDUCATION
- Completion of an associate's degree program at an accredited college or university.
AND
GENERAL EXPERIENCE
- Two years of paraprofessional or advanced level clerical experience assisting in the development and preparation of departmental budgets.
OR
Any equivalent combination of education and experience which has been determined to be acceptable by the Personnel Department, which has included at least 60 college credits as an educational minimum.
