LABOR STANDARDS EXAMINER
GENERAL DEFINITION
This is audit work examining the accounting and business records of contractors engaged
by the City to determine compliance with contract provisions for labor standards and City
ordinances. Preparing reports describing violations, recommending courses of action to rectify
violations, and contacting contractors and union representatives are significant aspects of the
work. Work is performed under the general supervision of an administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Conducts investigations of contractors performing City construction or rehabilitation
projects to enforce the Labor Standards Ordinance; audits payroll journals and related accounting
records of contractors to ensure that minimum wages and benefits based on prevailing rates are
paid to employees; interviews workers of contractors and sub-contractors to determine
occupational classification, wages, benefits and the number of hours worked for employees
assigned to city-projects; investigates discrepancies between employees' statements and business
records.
- Prepares reports showing results of investigations; gathers and presents evidence relating
to violations of the Labor Standards Ordinance; prepares recommendations for taking actions
with regard to violations; testifies as expert witness before the Board of Labor Standards to
disqualify contractors from further bidding.
- Maintains schedules of prevailing wages and working conditions for each occupational
classification involved in City work based on current trade union contracts; maintains files on
past work history of contractors engaged by the City.
- Confers with contractors and union representatives to explain the regulations of Labor
Standards Ordinance.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

construction services.
- the accounting systems used by business organizations.
ABILITY TO:
- interpret and evaluate financial and personnel records to determine conformance to
standard labor practices.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement
represents the minimum training and experience standards which will be used to admit or reject
applicants for tests. Applications submitted by candidates for this class will be reviewed based
on training and experience requirements as approved on 1/74.)
- Completion of a bachelor's degree program at an accredited college or university with
major course work in accounting.
- Two years of auditing or accounting experience which has involved the auditing of
accounting and other business records for the purpose of determining conformance to
municipal ordinances and regulations, one year of which has been above the trainee level.
Or any equivalent combination of education and experience determined to be acceptable
by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
