GENERAL DEFINITION
This is paraprofessional level accounting work preparing, adjusting, maintaining, and reviewing financial records. The work involves recording financial data relating to costs, expenditures, and receivables; compiling such data, and preparing written reports summarizing accounting transactions. Employees in this class may receive instruction and increasingly more difficult assignments in preparation for accounting work at the full performance level. Employees in the class report to either a technical or administrative superior.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
Reviews accounting source documents to ensure that all data has been correctly and consistently recorded according to City and departmental procedures, directives and guidelines; posts and enters financial data to manual and computerized financial recordkeeping and control systems; monitors entry of data to computerized records to ensure accuracy; identifies and resolves unmatched or questionable entries by searching source documents and manual and computerized records; carries out file maintenance procedures to adjust computerized ledger and accounts; prepares and reconciles balances of manual and computerized ledgers and records.
Maintains and compiles statistical data on departmental services and costs; reviews fiscal records on computer to compiles costs, expenditures, and accounts receivable; gathers financial records for computing, tax, and billings; calculates liabilities, prepares original or adjusted billings, enters billing information into computer and manual files.
Prepares reports from a variety of sources, including central finance reports, departmental accounting records, and related statistics; calculates cost distributions, comparisons, and estimates of revenues and/or expenditures.
Examines expenditure and encumbrance documents for accuracy, completion, and conformance to departmental and city‑wide standards and restrictions; reviews and reconciles financial records maintained by clerical personnel; applies arithmetic calculations to standard accounting practices; may receive training and instruction in such areas as the principles and practices of municipal accounting and the application of data processing techniques to municipal accounting.
Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
accounting principles, practices, and procedures
arithmetic and statistical principles and practices as commonly applied to the accounting field
accounting and accounting related terminology commonly used in municipal accounting
SKILL IN:
the maintenance of accurate and complete accounting records
making arithmetic calculations based on financial data
ABILITY TO:
learn the principles and practices of governmental accounting
apply arithmetic skills and knowledge in the manipulation of financial data
learn the application of data processing techniques to the maintenance of accounting records
utilize a personal computer in the maintenance of accounting records and in preparation of reports
follow written and oral directives pertaining to municipal accounting practices
prepare and interpret financial reports requiring limited analysis
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/22).
OPTION 1:
EDUCATION:
Completion of an associate's degree program at an accredited college or university, which has included credit hours in accounting.
OR
OPTION 2:
EDUCATION:
Completion of the equivalent of the twelfth school grade.
AND
EXPERIENCE:
Two years of work experience as an Account Clerk or Clerk 3 (Fiscal).
PHYSICAL AND MEDICAL REQUIREMENTS
Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
