PLACEMENT SERVICES PROCESSOR II
GENERAL DEFINITION
This is civil service job placement work at the full performance level in the City's
Central Personnel Agency. Employees in this class are responsible for processing candidates
on civil service eligibility lists and anticipating departmental certification requirements by
keeping track of list status, position approvals, and availability of candidates in assigned
occupational titles. Work includes arranging employment interviews for candidates with
departmental officials, balancing referrals among departments, and coordinating and sequencing
selection screens such as, medical examinations, psychiatric reviews, and background and
licensure checks. Contact with eligibles, departmental officials, and central agency officials is
a significant aspect of the work. Work is performed under the supervision of a Placement
Services Supervisor.
ALLOCATING FACTORS:

- The position must perform civil service job placement and certification work in the City's Central Personnel Agency.
- The position must perform the placement processing duties and responsibilities at the full performance level.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives and reviews certification requests; canvasses candidates on appropriate eligibility
lists; determines eligible availability and residence qualifications; explains job and working
conditions; contacts departments agents to develop schedule for referrals; estimates turnout and
schedules eligibles to appear for interviews; certifies varying numbers of eligibles as prescribed
by number of vacancies and nature of lists; interviews and briefs eligibles prior to employment
interview; sends appropriate eligibles to departments and documents referrals and dispositions;
estimates declination and rejection ratios; estimates life of lists; notifies departmental officials
and staff examiners of early exhaustion of lists.
- Plans for, and schedules or requests scheduling, for medical examinations or other
processing requirements for large certifications; checks for possession of required licensure
where appropriate; tracks results of selection screens; documents results of extra-departmental
screening processes; maintains order of certification by documentation of persons in processing,
remediation, or appeal; documents dispositions from user agencies performing delegated
canvassing.
- Applies Civil Service regulations to certification processing; assures conformity to
Veteran's Preference laws and all other applicable regulations and guidelines; applies court
orders and mandates as required; recognizes the need for policy guidance and communicates
problems to Personnel Department officials.
- Provides information to City employees and the general public about employment
requirements, the certification process, list status, and eligible's place on list; receives and
gathers all documents for each appointment; screens list, appointment papers, PAD's,
applications, and other papers to insure that actions are properly disposed and requirements met.
- Prepares status reports; provides for update of PAD logs; uses the computer as a tool to
facilitate reporting and documentation of placement processing.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:

Civil Service placement and selection processes used in municipal government.
- the terminology, job content, basic working conditions, and qualifications of jobs and
positions in municipal occupations.
- Civil Service rules and regulations governing civil service placement processing for a
municipal government's internal job placement program.
- the operational rules and procedures that apply to certification and placement processing
in a municipal government.
ABILITY TO:
- correctly and consistently apply regulations and procedures used in placement and
certification processing.
- analyze facts and arrive at sound decisions.
- establish and maintain effective working relationships with the public, eligibles,
appointing agents, and associates.
- learn and use computer applications for placement processing.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/1992)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
GENERAL EXPERIENCE
- Two years of general clerical experience, one year of which has been performing complex clerical assignments in the placement and certification section of the Central Personal
Agency.
AND
SPECIFIC EXPERIENCE
- One year of experience performing civil service placement and certification processing at the intermediate level in the Central Personnel Agency.
OR
Any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
