PLACEMENT SERVICES PROCESSOR I
GENERAL DEFINITION
This is civil service job placement work in the City's Central Personnel Agency. An employee
in this class is responsible for performing a limited scope of assignments related to the processing of
candidates on civil service eligibility lists. As employees in this class gain experience, they are exposed
to a broad range of processing problems and occupational titles, and are expected to perform with greater
independence as they approach the full performance level. Contact with eligibles, the general public, and
central agency officials on matters pertaining to the certification process is a significant aspect of the
work. The employee functions in a training capacity, and works under the supervision of a Placement
Services Supervisor.
ALLOCATING FACTORS:

- The position must perform civil service job placement and certification work in the City's Central Personnel Agency.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Receives on the job training and instruction in the performance of a variety of tasks for the processing of candidates; performs the following duties of limited scope and difficulty as related to the employee's stage in training:
- Canvasses candidates on lists to determine availability; contacts departmental officials to develop schedules for interviews; notifies candidate to appear for interviews; certifies varying numbers of candidates as prescribed by number of vacancies and nature of lists; interviews and briefs candidates prior
to employment interview; documents referrals and dispositions; estimates declination and rejection ratios, and notifies departmental personnel and staff examiners of early exhaustion of lists: coordinates and sequences selection screens such as medical examinations, psychiatric reviews, and background and
licensure checks; tracks results of selection screens; posts results of extra-departmental screens; maintains order of certification by documentation of persons in processing, remediation, or appeal; provides information to City employees and the general public about employment requirements, the certification process, and list status.
- Receives and gathers all documents for each appointment; screens lists, appointment papers, PADs, applications, medical and all other papers to ensure that requirements are met; prepares status reports, updates PAD logs; learns and applies the computer as a tool to facilitate reporting and recommendations of placement processing.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- Civil Service placement and selection processes and procedures used in a municipal government.
- the terminology, job content, basic working conditions, and qualifications of jobs and positions in municipal occupations.
- Civil Service rules and regulations for placement program.
- the operational rules and procedures that apply to placement processing in a municipal government.
ABILITY TO:
- consistently and correctly apply Civil Service rules and regulations specific to placement and certification processing.
- analyze facts and arrive at sound decisions.
- establish and maintain effective working relationships with the public, eligibles, appointing agents, and associates.
- learn and use computer applications for placement processing activities.
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statement represents the
minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 8/1992.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- One year of general clerical experience.
AND
SPECIFIC EXPERIENCE
- One year of experience performing advanced clerical assignments in City-wide civil service placement and certification processing for the central personnel agency.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel Department that has included the specific experience described above.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
