PERSONNEL TRANSACTIONS PROCESSOR
GENERAL DEFINITION
This is personnel transactions work at the advanced level in the City's Central Personnel agency. Employees in this class are responsible for reviewing and approving a wide variety of employee status changes, ensuring compliance with applicable policies and regulations, and updating the City's central Human Resources Information System (HRIS) as needed. Contact with departmental officials, union representatives and central agency officials to assure the accuracy and appropriateness of transactions and to provide advice regarding document preparation are significant aspects of the work. Work is performed under the supervision of a Personnel Support Services Supervisor.
ALLOCATING FACTORS: (The following conditions must be met for a position to be allocated to this class.)
- The position must perform work in the City's Central Personnel Agency.
- The position must perform personnel transactions processing work and HRIS data maintenance work at the advanced level.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- receives a large variety of documents describing changes to employee status, such as appointments, promotions, leaves of absence, dismissals, resignations, transfers, reinstatements, court-ordered changes, changes made as a result of labor negotiations, earned pay step increases, and longevity payment progressions; logs documents for tracking purposes; reviews each transaction and ensures that changes are being made in compliance with relevant Civil Service Regulations and personnel policies; adjusts significant employee anniversary dates as required; explains discrepancies and errors to the originating department; provides training as needed to departmental representatives
- prepares a monthly report of new hires and rehires for submission to the State government
- Prepares a weekly report of employee movement in and out of the various bargaining units, and the resultant changes to employee benefits eligibility
- Provides information to departmental representatives about transaction processing and the civil service regulations; consults with other Personnel Department units to resolve problems concerning authorization to hire, eligible lists, appointment documents or other items affecting transaction processing
- Notes changes to employee data by reviewing existing information in the citywide Human Resource Information System (HRIS) and flagging updates for data entry; prepares data input files, using the software-specific transaction block codes, table values and formatting appropriate for the data being changed; uses MVS and TSO commands to create, edit, delete, compress and send files to supervisor for inclusion in the HRIS update process

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- Civil Service rules and regulations governing transaction processing for a municipal government
- the types of employee status changes used in municipal government
- the operational rules and procedures that apply to transactions processing in a municipal government
- the terminology of jobs and positions in municipal occupations
- the software-specific operational rules and procedures necessary to maintain the City's Human Resource Information System (HRIS)
- the computer applications used for HRIS data maintenance
ABILITY TO:
- correctly and consistently apply regulations and procedures used in transactions processing
- analyze facts and arrive at sound decisions
- establish and maintain effective working relationships with departmental representatives and associates
MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 12/00.)
EDUCATION
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE
- Two years of City clerical experience processing a variety of personnel transactions.
AND
SPECIFIC EXPERIENCE
- Two years of experience as a Personnel Support Services Clerk II, performing civil service transactions processing in the central personnel agency.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of
a position in this class.
