GENERAL DEFINITION

This is senior management level information systems work directing a mixed-vendor, multi-network computing environment, planning and managing a specialized fleet management information systems network, a computerized fuel maintenance and dispensation system, and all other information systems, software and equipment for the City's centralized Fleet Management Office.

The employee in this class directs the activities of subordinate professional and technical staff, consultants and contracted support staff in the development, implementation, configuration, programming, maintenance and operation of the agency's various automated information systems and equipment. Work includes responsibility for management of client-server based multiple LAN/WAN networks located throughout various fleet management repair facilities and administrative offices, development and control of a multiple location, multiple vehicle automated system for the maintenance and dispensation of City-owned fuel, and the analysis of city-wide utilization data use to determine the appropriate municipal fleet size. The employee is responsible for ensuring system integrity and security, determining and providing all the requirements of an integrated computer network to meet agency, as well as City-wide information management needs, and ensuring proficiency for the operation and utilization of automated program applications. Work includes responsibility for the development and implementation of an information system which collects data used in determining and allocating amount and types of equipment required to ensure efficient management of the municipal fleet. Ensuring data information is accurate and readily available is a significant aspect of the work. Work is performed under the general direction of the Director of the Office of Fleet Management.

ALLOCATING FACTORS:
(The following conditions must be met in order for a position to be allocated to this class.)

• The position must be responsible for directing the activities of an enterprise system, which consists of Local/Wide Area Network (LAN)/(WAN) systems that are either mainframe, client server or network-based for the centralized Office of Fleet Management.
• The position must be responsible for a LAN\WAN architecture in UNIX and NT which requires interaction with multiple users and coordination of remote multiple LAN\WAN workstation locations, including those in departments other than the Office of Fleet Management.
• The position must be responsible for managing the activities of professional and subordinate technical staff, and a variety of consultants and contracted vendors in the design, development, programming, problem identification and resolution, and maintenance of computerized networking systems and equipment.
• The position must be responsible for serving as the chief information officer for the Office of Fleet Management, and providing direction to other departments, agencies, boards, and commissions integrated into the FACTS/FUMES systems.
• The position must report directly to the City's Fleet Manager.

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

• Directs all planning, design, operation and maintenance of computerized information management systems for the City agency responsible for the management and maintenance of the City's vehicle fleet and related equipment and components; directs a Fleet Accounting Computer Tracking Systems (F.A.C.T.S.) which is used to collect, track and analyze vehicle data and history, parts and materials usage, inventory control, preventive maintenance, shop performance, personnel and fiscal records including accounts payable and other budgetary information pertaining to the management and maintenance of the City's vehicle fleet; oversees the development and maintenance of a fuel maintenance and dispensation system allowing for more efficient operation and control of city-wide fuel use and the analysis of use, milage, operating hours and idle time.
• Directs the activities of a multi-network, mixed vendor computing environment for the management of the City's municipal fleet; manages the work of both technical and professional staff, and various consultants engaged in system design, applications development, and system implementation and management; determines, with the assistance of appropriate subordinate staff and various consultants, corrective actions and alternatives required to resolve systems and programming problems in order to satisfy user requirements; ensures that users are proficient in system application, policies and procedures; reviews periodic written reports and records pertaining to work progress and equipment utilization prepared by subordinate staff; provides technical advise and assistance.
• Confers with department managers, the Mayor's Office, and other city and city-related departments and organizations, to determine computing and information management requirements; develops plans and strategies to meet the information management needs of the organization, as well as the City's municipal fleet; develops plans and proposals to analyze and upgrade the existing systems; determines departmental computing policies and procedures; directs the installation and start-up of new or revised software; directs periodic testing of systems and programs; confers with central computing agency managers and designated technical specialists to establish access to mainframe data and to ensure provision of support to the department; directs the activities of contracted consultants; prepares contract specifications and requests for proposals of lease or purchase and maintenance of hardware and software; participates in the selection of vendors; provides technical assistance to other city agencies including the Mayor's Office on information systems technology including LAN\WAN technology.
• Directs the maintenance of and enhancements to department systems that include analyzing user needs, planning required systems and program development activities including project management, program specifications, and file design, and addressing end user requests.
• Ensures delivery of information services to the department within allocated costs and schedule and within budget; projects future needs of departmental network enhancements for user planning strategies and FACTS/FUMES systems development; confers with and recommends to the City's Fleet Manager the most appropriate computer related purchases to support the network; analyzes cost comparisons of computer hardware and software and determines the appropriate purchase; directs troubleshooting and diagnoses of UNIX and NT system malfunctions and resolution.
• Oversees departmental system security involving changes in file server configurations, modems, routers T1 lines, and other telecommunications devices; meets with departmental principle staff members to determine security needs.
• Provides administrative and technical direction to user agencies related to the FACTS and FUMES systems; confers with staff of the City's central computing agency to ensure the appropriate coordination of departmental network system enhancements and Internet activities are in line with the overall city network plan; ensures the quality of database information; directs the identification of problem areas and procedural changes.
• Directs the implementation of installed and configured computer hardware and software; directs the continued upgrade and revision of system hardware and software; ensures the integrity of system data by setting security levels and identification codes; ensures the regular backup of network data information and maintains virus protection; reviews systems and programming requests from departmental personnel for the expansion and improvement of the agency's data processing-related capabilities; determines the priority of requests; schedules projects in accordance with established priorities; ensures projects are completed within relevant time parameters; supervises the testing of newly installed computer systems to identify any problem areas or malfunctions; confers with vendors and subordinates in isolating the causes of any problems and formulating solutions; ensures system problems are corrected.
• Directs the provision of WAN/LAN systems to agency users, and oversees network operating systems and communications systems for the WAN; directs subordinate staff in the collection and production of a variety of productivity and other fleet management data information reports generated from the computer systems.
• Observes the computerized operations and software of potential service providers and other relevant organizations to evaluate whether the agency can adopt such automation for various operations.
• Serves as the agency's primary computing resource in providing technical advice and guidance for senior staff in proper implementation, use and operation of computerized systems and programs.
• Performs related work as required.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

(The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 4/97.)

EDUCATION:

• Completion of a bachelor's degree at an accredited college or university with major course work in computer science, management information systems or a related degree.

AND
SPECIFIC EXPERIENCE:


• Two years of experience maintaining computer systems configured in a local area network of computer work stations and supporting data communications hardware and/or directing the provision of all computing services, which has included the design, configuration, operation and maintenance of specialized fleet management computer information systems and equipment encompassing client server-based multiple local area networks.

Or any equivalent combination of education or experience determined to be acceptable by the Personnel Department, which has included the education and specific experience described above.

PHYSICAL AND MEDICAL REQUIREMENTS

• Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
