INFORMATION SYSTEMS ADMINISTRATOR
GENERAL DEFINITION
This is fiscal and administrative work directing the provision of all administrative, fiscal, and support
functions for the city's central computing agency. The employee directs, through subordinate supervisors,
budget preparation and administration, purchasing of all computer hardware and software, contract
administration, inventory control, facility management, and personnel activities for the central computing
agency. An important aspect of the work is directing the computerized program of allocating costs for data
processing services to user departments. The class is differentiated from other fiscal and administrative classes
by the responsibility for providing specialized computer related support services. The employee is supervised
by the agency director.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Directs, through subordinate fiscal supervisor, the preparation, administration and control of the
operating budget for the city's central computing agency; directs the review of budget requests submitted by
division managers; determines if requests are consistent with agency goals and financial limits; recommends
revisions to requests; prepares estimates of available funding; directs compilation of supporting documentation
and justifications; accompanies agency director to council budget hearings; directs activities of subordinates
engaged in monitoring expenditures through review of daily and monthly statements of operations; directs
recording of accounting transactions; establishes accounting transactions; establishes accounting guidelines for
subordinates.
- Reviews and evaluates proposals for purchase or leasing of data processing hardware and software;
determines if proposal is consistent with agency financial objectives and quality standards; presents
recommendations to agency director; reviews proposals from contracts for maintenance of computer hardware
and software; directs preparation of contractors; directs subordinates in monitoring contracts to ensure that
requirements have been fulfilled; participates in the development of city-wide data processing requirements.
- Directs provision of all personnel services for the agency through subordinate administrative supervisors;
directs development and implementation of staff development programs; directs preparation of payroll and
supporting documentation through division managers for staff planning issues.
- Directs acquisition of supplies and control of inventory through administrative subordinates; directs
facility management activities, including building security, access to offices, communications, and cleaning.
- Directs the implementation of the computerized accounting system used to allocate cost of services to
user departments; reviews effectiveness of software package performing the function; confers with vendors to
revise the program; explains the program to representatives of user departments.

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE

minimum training and experience standards which will be used to admit or reject applicants for tests.
Applications submitted by candidates for this class will be reviewed based on training and experience
requirements as approved on 7/88.)
- Completion of a bachelor's degree program at an accredited college or university.
- Five years of fiscal or administrative experience, two years of which shall have been providing
budgetary, personnel, accounting, or administrative analysis services for a large central computing agency, and
two years of which shall have been in a supervisory capacity.
Or any equivalent combination of education and experience determined to be acceptable by the Personnel
Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
