ELECTION AND VOTER REGISTRATION CLERK 1

 

GENERAL DEFINITION

 

            This is clerical work performed in support of city-wide primary, general and special elections.  Employees in this class perform a variety of clerical functions prior to and throughout primary, general and special elections for the Office of City Commissioners.  Employees rotate among a variety of work assignments and locations due to the cyclical nature of election and voter registration work.  Work involves registering citizens to vote, and preparing, proofreading, filing, and posting paper and electronic applications. Employees are also responsible for the preparation of elections supplies for each polling site, receiving voter and candidate documents, and checking returned materials.  Responsibility for assisting the department in meeting legally mandated deadlines, and processing voter registration applications through the Pennsylvania Statewide Uniform Registry of Electors are a significant aspect of the work. The work is distinguished from lower level clerical classes by responsibility for dispensing information on the registration and election processes process during election periods and the need to learn processes mandated by election law.  Work is performed under the supervision of an Election and Voter Registration Clerk Supervisor.

1.    Positions in this class must be located in the Office of City Commissioners.

 

TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)

 

Performs data entry to process voter registration applications through the Statewide Uniform Registry of Electors; performs clerical tasks involved in voter registration, informing voters of elections procedures and changes.

            Obtains information from citizens such as name, address, age, and proof of citizenship; types or writes such information on voter registration affidavit forms; personally signs and obtains registrant's signature on voter registration forms; completes certificate of registration.

            Updates voter registration affidavit files; makes changes in affidavit as required by removing old and placing new affidavit in files; files affidavits in the required by removing old and placing new affidavit in files to remove names of deceased voters and those not voting in the past two years; proofreads affidavits by batches for entry into computer data bank.

Prepares and distributes packets of election materials to polling places and checks materials returned; receives absentee ballot requests and assigns ward and division codes; prepares appropriate absentee ballot and mails it to voter; receives and sorts mail; processes mail-in registration forms by proofreading for completeness, stripping forms, and routing to data processing; assists in processing and dispensing documents and information regarding voter registration and elections to voters, candidates, campaigns and other agencies; assists in distributing and processing nomination petitions and absentee ballot applications.

            Corrects illegible duplicate affidavits; applies bottom line labels to affidavits, denoting ward and division.

            Proofreads ballots; assists in the official count of ballots and post-election audits; assists in preparing electronic reports relating to work duties and department output measures.

            Receives request for poll watchers' certificates; checks for applicant's registration and party affiliation; issues certificate where appropriate.

            Dispenses information in person, by letter, and on the telephone concerning voter registration and elections to various officials and the general public.

            May provide clerical assistance in various areas such as personnel, inventory, and the processing of payroll slips for election boards.

            Provides technical direction to temporary employees in the performance of routine clerical duties during peak work periods due to elections.

            Performs related work as required.

 

REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

 

KNOWLEDGE OF:

 

•           office practices and procedures

•           the English language, spelling, and general clerical procedures

•           arithmetic

•           the election laws of Pennsylvania which pertain to the registration of voters and the conduct of elections

•           basic computing including Microsoft Office applications

 

SKILL IN:

 

•           making simple arithmetic computations

•           establish and maintain effective working relationships with associates and the general public

•           learn and communicate processes mandated by election law

•           interpret and apply pertinent sections of the election laws

•              learn to utilize a centralized voter registration and election information management system to enter, review and update voter information 

•           communicate effectively with members of the public

•           prepare reports

 

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE (The following statement represents the minimum training and experience standards which will be used to admit or reject applicants for tests.  Applications submitted by candidates for this class will be reviewed based on training and experience requirements as approved on 11/17.)

 

EDUCATION:

 

            Education equivalent to completion of the twelfth school grade.

 

AND

EXPERIENCE:

 

            Six months of full-time paid experience in one of the following areas:

 

·         Processing voter registration applications in the Pennsylvania Statewide Uniform Registry of Electors

·         Preparing and conducting primary, general and special elections

 

NOTE:            General clerical experience may be substituted for the education requirement on a year for year basis up to a maximum of two years.

 

PHYSICAL AND MEDICAL REQUIREMENTS

 

            Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
