DEPARTMENTAL PAYROLL SUPERVISOR I
GENERAL DEFINITION
This is payroll work at the first supervisory level. The employee in this class supervises a staff of clerical
employees engaged in posting transactions which affect payroll amounts and leave balances and participates in the
payroll preparation process. Ensuring that payroll transactions conform to civil service regulations and contractual
agreements, and resolving payroll related problems are significant aspects of the work. The employee reports to
an administrative superior.
ALLOCATING FACTORS:
(The following conditions must be met for a position to be approved for this class.)
- The employee must supervise a staff of clerical employees engaged in payroll processing and preparation.
- Only one position may be allocated to this class.
TYPICAL EXAMPLES OF WORK (ILLUSTRATIVE ONLY)
- Plans, assigns, and reviews the work of a group of payroll clerks involved in reviewing daily time records,
posting exceptions to time records manually and/or via computer, preparing supporting documentation for payroll
postings, verifying that payroll transactions conform to regulations and procedures, and maintaining employee
attendance records.
- Participates in payroll preparation; prepares out-of-class work assignments forms, memo time records, shift
differential payments, terminal leave audits, and retroactive payroll computations; posts earned pay steps increases;
maintains attendance records; ensures that payroll deadlines are met; resolves payroll-related problems; responds
to salary and sick leave verification inquiries from outside agencies; provides information to departmental employees
on leave policies; sick leave policy violations, flex time policies, leave accrual and balances, and other payroll
related matters.
- Trains new payroll clerks in payroll preparation and the maintenance of related records; explains rules and
procedures for processing appointment papers, time records, leave requests, sick leave conversions retroactive
payroll adjustments, and the time posting system (TPS).
- Modifies payroll processing procedures as required to provide for more efficient and expeditious processing;
may prepare separation papers and seasonal payrolls.
- Performs related work as required.
REQUIRED KNOWLEDGES, SKILLS AND ABILITIES
KNOWLEDGE OF:
- civil service regulations pertaining to payroll preparation and processing.
- departmental payroll procedures and policies.
- arithmetic.
- Finance Department payroll practices and procedures.
- office machines used to process payroll.
SKILL IN:
- making varied arithmetic computations with speed and accuracy.
ABILITY TO:

MINIMUM ACCEPTABLE TRAINING AND EXPERIENCE
(The following statements represents the minimum training and experience standards which will be used to admit or reject applicants for tests. Applications submitted
by candidates for this class will be reviewed based on training and experience requirements as approved on 4/1990.)
EDUCATION:
- Education equivalent to completion of the twelfth school grade.
AND
GENERAL EXPERIENCE:
- Two years of general clerical experience.
AND
SPECIFIC EXPERIENCE:
- One year of experience involving payroll preparation and the maintenance of related records as a full-time
assignment.
Or any equivalent combination of education and experience determine to be acceptable by the Personnel Department.
PHYSICAL AND MEDICAL REQUIREMENTS
- Ability to physically perform the duties and to work in the environmental conditions required of a position in this class.
