Request for Information for Photovoltaic Renewable Energy System Potential at Northeast Philadelphia Airport (PNE)

The City of Philadelphia (“City”) is investigating the costs and benefits of a Solar Photovoltaic (PV) Renewable Energy System and/or Plant, as defined by the PA Public Utility Commission (“PUC”), for the Commerce Department Division of Aviation’s (“Aviation”) Northeast Philadelphia Airport (“PNE”). Through this effort, the City ultimately seeks to confirm the financial and physical feasibility of installing a PV renewable energy system at PNE. The system may be ground-mounted, roof-mounted, or a combination of both. Confirmation of the feasibility of a PV renewable energy system will form the basis for an RFP. At such time, the City of Philadelphia may consider the value of entering into a contract, preferably using a power purchase agreement where the developer is responsible for installation, operation, and maintenance of the system.

Philadelphia Inclusive Procurement RFP

The Mayor’s Fund seeks proposals from qualified consultants to support the City of Philadelphia’s (the “City”) efforts to improve City procurement. The Citi Foundation and Living Cities selected Philadelphia as one of ten cities to participate in an inclusive procurement initiative. The City’s goal in participating in the City Accelerator inclusive procurement initiative includes significantly increasing response rates to bid opportunities by diverse business owners, with a particular focus on local minority business enterprises. To this end, the City will utilize a comprehensive approach to develop an understanding of the critical structural and institutional barriers that limit contracting opportunities with the City; initiate and implement strategies to target specific challenges; and, grow partnerships with key stakeholders to inform the development of a strategy that could be scaled citywide in the future. Proposals are due via electronic submission no later than 5:00pm, Philadelphia, PA local time, on Monday, August 19, 2019. There is an informational briefing scheduled for Tuesday, July 30th, 1:00– 3:00pm at the Municipal Services Building, 1401 JFK Boulevard, 16th Floor, Room Z. OHS Emergency Shelter and Housing-Focused Case Management Services at City Owned Facilities

OHS provides emergency housing and services to people who are both literally homeless and/or at imminent risk of homelessness, prevention and diversion, emergency assistance, short and long-term rental assistance both with and without case management, and permanent supportive housing. OHS is transforming the homeless service system to be housing-focused, strengths-based, trauma-informed, based on housing first principles and guided by data, evidence and best practices. Our emergency housing (shelter) programs have very low rate of entry by families from literal homelessness. OHS is seeking proposals from qualified non-profit providers to provide these services through a Professional Services Contract to begin on July 1, 2019.

Engine 37 RFQ

The City of Philadelphia’s Percent for Art Program, through the Office of Arts, Culture and the Creative Economy (OACCE) announces a two-stage selection process by which we will award and commission a site-specific artwork at Engine 37. This commission is part of the City’s Public Work’s construction and renovation project managed by the Department of Public Property and the Philadelphia Fire Department. Only artists who are pre-qualified through the initial stage of this process will be permitted to move to and be considered in the second stage of this process.

Neighborhood Resource Centers Request for Information

Project Elevate RFIQ

The City is seeking information and qualifications from eligible nonprofits to design and roll out a pilot phase of Project Elevate, an entrepreneurial program for public high school youth in Philadelphia.Donte Robinson and Rashon Nelson created the idea for such a program in the aftermath of their arrest in a Philadelphia café in April 2018. As a result of the incident, which resulted in the dismissal of all charges and apologies from the City and the café, the City of Philadelphia, Donte Robinson and Rashon Nelson agreed to a settlement of $1 plus a financial contribution of $200,000 from the City to be designated to an entrepreneurial program that will benefit Philadelphia youth.The City intends to award a one-time only grant of $200,000.
