January 7, 2014 - Following an OIG investigation, the City of Philadelphia and Philadelphia Gas Works reached a no-fault agreement with Danella Companies, Inc. to settle claims it overbilled for construction materials for paving jobs, including paying more than $2.3 million to the City and PGW.

Consistent with the City's and Commonwealth’s response to the COVID19 coronavirus and based on Mayor Kenney's order shutting down non-essential commerce, non-essential City services, and City buildings, we have suspended the posting of new RFPs, RFIs and RFQs on both our eContractPhilly and Additional Opportunities sites until April 13th. We had also extended the closing of all open RFPs and RFIs on these sites until the same date. As City operations have begun to expand to work to support other core City services and programs, RFP and RFI closings will begin to occur on or, as posted, after April 13th and RFP and RFI postings will resume as of the same date. Please monitor these sites closely for any updates and addenda.

OPAL Project

The City of Philadelphia (City) is embarking on a significant initiative to upgrade and modernize its administrative business processes, reporting and analytics capabilities, and related legacy technology systems that currently support its business operations. As part of this initiative, the City intends to implement a new system for Optimizing Procurement and Accounting Logistics (OPAL), replacing its current financial, grants, procurement, and supply chain software and systems, with an integrated enterprise resource planning (ERP) solution and a business intelligence & data warehouse (BI/DW) solution to facilitate reporting and analytics to support the City’s decision making efforts. The City, through its Office of Innovation and Technology (OIT), has issued this Request for Information (RFI) in order to solicit statements of interest, capabilities, and Rough Order of Magnitude (ROM) cost estimates from all Respondents interested in, and capable of, providing commercial off-the-shelf (COTS) ERP, and/or BI/DW software products as part of the City’s solution.

American Street Bike Racks

Request for Information for Photovoltaic Renewable Energy System Potential at Northeast Philadelphia Airport (PNE)

The City of Philadelphia (“City”) is investigating the costs and benefits of a Solar Photovoltaic (PV) Renewable Energy System and/or Plant, as defined by the PA Public Utility Commission (“PUC”), for the Commerce Department Division of Aviation’s (“Aviation”) Northeast Philadelphia Airport (“PNE”). Through this effort, the City ultimately seeks to confirm the financial and physical feasibility of installing a PV renewable energy system at PNE. The system may be ground-mounted, roof-mounted, or a combination of both. Confirmation of the feasibility of a PV renewable energy system will form the basis for an RFP. At such time, the City of Philadelphia may consider the value of entering into a contract, preferably using a power purchase agreement where the developer is responsible for installation, operation, and maintenance of the system.

Philadelphia Inclusive Procurement RFP

The Mayor’s Fund seeks proposals from qualified consultants to support the City of Philadelphia’s (the “City”) efforts to improve City procurement. The Citi Foundation and Living Cities selected Philadelphia as one of ten cities to participate in an inclusive procurement initiative. The City’s goal in participating in the City Accelerator inclusive procurement initiative includes significantly increasing response rates to bid opportunities by diverse business owners, with a particular focus on local minority business enterprises. To this end, the City will utilize a comprehensive approach to develop an understanding of the critical structural and institutional barriers that limit contracting opportunities with the City; initiate and implement strategies to target specific challenges; and, grow partnerships with key stakeholders to inform the development of a strategy that could be scaled citywide in the future. 2019 RFP for New HUD Continuum of Care (CoC) Projects

The City of Philadelphia has issued Requests for Proposals (RFP) for new Permanent Supportive Housing, Rapid Re-Housing, and Joint Transitional and Rapid Re-Housing projects for households with or without children, including youth ages 18-24, to be included in Philadelphia's 2019 application to HUD for Continuum of Care (CoC) Program funding. Proposals are due via electronic submission no later than 5:00pm, Philadelphia, PA local time, on Monday, August 19, 2019. There is an informational briefing scheduled for Tuesday, July 30th, 1:00– 3:00pm at the Municipal Services Building, 1401 JFK Boulevard, 16th Floor, Room Z. OHS Emergency Shelter and Housing-Focused Case Management Services at City Owned Facilities

OHS provides emergency housing and services to people who are both literally homeless and/or at imminent risk of homelessness, prevention and diversion, emergency assistance, short and long-term rental assistance both with and without case management, and permanent supportive housing. OHS is transforming the homeless service system to be housing-focused, strengths-based, trauma-informed, based on housing first principles and guided by data, evidence and best practices. Our emergency housing (shelter) programs have very low rate of entry by families from literal homelessness. OHS is seeking proposals from qualified non-profit providers to provide these services through a Professional Services Contract to begin on July 1, 2019.

Engine 37 RFQ

The City of Philadelphia’s Percent for Art Program, through the Office of Arts, Culture and the Creative Economy (OACCE) announces a two-stage selection process by which we will award and commission a site-specific artwork at Engine 37. This commission is part of the City’s Public Work’s construction and renovation project managed by the Department of Public Property and the Philadelphia Fire Department. Only artists who are pre-qualified through the initial stage of this process will be permitted to move to and be considered in the second stage of this process.

Neighborhood Resource Centers Request for Information

The City of Philadelphia issues this Request for Information (RFI) to solicit ideas, information, and interest from potential City partners, providers and coordinators at “Neighborhood Resource Centers” (NRCs) throughout Philadelphia. Philadelphia plans to create a network of NRCs, community hubs that reduce barriers for people under county supervision and provide a broad range of services to support holistic reintegration, restoration, and wellness.
