PHILADELPHIA – City officials announced today that construction will begin on the Spruce and Pine Streets Resurfacing and Safety Project during the week of July 8th. The work will be completed in phases that include temporary, full street closures, and parking restrictions. Weather or special events in the area may alter the work schedule.
Construction of the project includes:
- Resurfacing on Spruce and Pine Streets from Taney to Front Streets
- Moving the bicycle lane from the right to left side of street
- Installing new intersection treatments to designate bicycle and vehicle space in the roadway
Work will be completed in increments and will take place in separate activities over the course of approximately five workdays per each section. Resurfacing operations will start along Pine Street, from Taney through 17th Streets. The contractor will mill the existing roadway, adjust the utility manholes, and then pave Pine Street (Taney to 17th).
Work will proceed to the next section of Pine Street from 17th to 9th Streets, followed by remaining section of Pine Street from 9th to Front Streets. After Pine Street is completed, the contractor will repeat this same, incremental approach for resurfacing on Spruce Street.
Line striping of bike lane paint/delineators will commence after the resurfacing effort.
Milling operations will be performed during the day between 7 a.m. and 4 p.m. Adjusting of utility manhole covers will be performed during between 7 a.m. and 4 p.m. Paving will be performed in the evening between 7 p.m. and 5 a.m.
This resurfacing project is an opportunity to make safety improvements to Spruce and Pine Streets. Along with a new, smooth road surface the project is expected to:
- Reduce the number of possible crashes that occur between right-turning vehicles and people biking
- Improve intersections where bicyclists and motorists meet
- Improve on-street parking and loading for residents and businesses to reflect business loading demand. New intersection treatments at key locations will help all travelers by increasing predictability and awareness. There will be flexible delineator posts at intersections to keep drivers out of the bike lane and green paint to highlight potential conflict locations.
To complete the work, residents should expect temporary street closures and parking restrictions. Temporary ‘No Parking’ signs will be posted in advance of milling work, for each location. Residents must move their cars from the work sites when temporary ‘No Parking’ signs are posted, so that vehicles are not towed. In the event a vehicle is towed, please contact local Police Districts (6th and 9th) in the area to determine its location. Motorists are advised to allow extra time when traveling around the work areas.
The project is being completed by Tony DePaul & Son. It is being financed with 100% City Capital Budget Funds.
