During winter, the City delays most water shutoffs, even when customers don’t pay their bill. This keeps Philadelphia residents safe during the cold months.

The problem is that when spring arrives, bill amounts have piled up –and shutoffs start. Some customers have already received a final notice in the mail.

As you enjoy the warmer weather, keep your water flowing too. If you got a shutoff notice in the mail, pay your bill in full, or apply for help right away.

You can pay your water bill:

  • Online (eCheck if FREE!)
  • By calling (877) 309-3709
  • By mailing a check or money order (include your account number) to

When you can’t pay in full, applying for help can delay or stop a water shutoff. Apply for water help online, or request an application by calling (215) 685-6300.

Many options

We’ve expanded our water assistance programs and can help more residents than ever.

We have special programs for people with low incomes and for seniors. But we also offer help to those suffering a medical emergency, or experiencing other special hardships. Applying for assistance will delay a water shutoff until your application is processed.

A payment agreement is an option if you’re facing a big bill, and don’t qualify for assistance. An agreement can let you break up the big bill into smaller installments, and pay over time.
