Water & Sewer Bills

 

How often do I receive a bill?
The Water Revenue Bureau (Bureau)  sends you a water and sewer bill once a month.

 

What charges are included in my bill?
Every water and sewer bill includes two charges:

  • Service Charge - This charge pays for the service of supplying you with water. It is a fixed cost and is based on the size of your water meter. The fixed cost items include stormwater collection and treatment as well as metering and billing costs.
  • Usage Charge - This charge is based on the amount of water you use in your home.  

Do Senior Citizens get a discount?
To be eligible for the 25% Senior Citizen Discount Rate on your monthly water and sewer bill, you must:

  • Be 65 years or older
  • Live at the address listed on your application
  • Have the water and sewer bill in your name
  • Meet a yearly income requirement

  • Customer Service will review your bill and give you a response in a timely manner.

When can I request a meter test?
You can request a meter test by calling (215) 686-6880.

  1. If the test results find that your meter is measuring water usage correctly, a charge for the test is added to your bill.
  2. If the test results find that your meter is measuring water usage incorrectly, your bill will be adjusted to equal the amount of water you are using, and there will be no charge for the test.
  3. Meter test will be restricted during the installation of AMR.

 

Payments

 

What are my payment options?
Mail - Mail in the return portion of your bill with a check or money order made payable to the Water Revenue Bureau (Bureau), P.O. Box 41496, Philadelphia, PA 19101-1496.

 

Zip Check - You may authorize your bank to electronically transfer payment from your bank account to the Bureau for your monthly bills on a regular basis.

 

Bank by Phone - This is similar to the Zip Check except you authorize your bank each month to electronically transfer payment from your bank account to the Bureau.

 

Credit Card - you will need your 16 digit water/sewer account number. (Note:  The service provider, charges a fee for this service)

         via phone - call 1-877-309-3709 to access an interactive voice response system

 

E-Check - you will need your 16 digit water/sewer account number. (Note:  The service provider, charges a fee for this service)

In Person - You can pay your bill in person at one of the three authorized customer service locations.
 

What happens to late payments?
A 5% penalty charge is added to your bill if you do not pay it on time.

  • An additional 1/2% will be added to your bill each month your charges are not paid.

What happens to a returned check?
A fee is applied to your water and sewer bill for:

  • Checks that are returned by your bank due to a lack of funds
  • Bank accounts which have been closed
  • Stopped payment on your check

How do payment agreements work?
Payment agreements are available when you cannot afford to pay your bill in full and on time.

  • You may only enter into two (2) payment agreements once your water and sewer payment is late.
  • If you fail to meet the terms of your first payment agreement, you can either pay the entire amount due on your bill or enter into a second payment agreement.
  • If you fail to meet the terms of your second payment agreement, you must pay the entire amount due on your bill. You will not be able to enter into a third payment agreement.

 

After you enter into a payment agreement, you must:

  • Pay your current monthly water and sewer bills in full and on time
  • Make your agreed upon monthly payments

 

Review & Appeal

 

What if I disagree with my bill?
If you disagree with your bill, call or write the Water Revenue Bureau (Bureau). If you are not satisfied with the Bureau's action, you may request a more thorough review of your bill. The Bureau will review your bill and issue a written decision.

 

The following are issues that may be reviewed:

  • Your responsibility for water and sewer bills or possible errors in the charges
  • The amount due on your bill
  • Payment agreement terms
  • Shut-off of your water and sewer service for not providing access to the meter for repair, installation, or reading
  • Shut-off of your water and sewer service for not paying your bill
  • Denial of your request for continued service due to a medical emergency
  • Denial of your application for service Written decisions made by the Bureau are mailed to your home along with an appeals form.

What is my right to appeal?
If you disagree with the Water Revenue Bureau's written decision, you may appeal to the Tax Review Board within 60 days of the decision by taking one of the following steps:

  • Mail in your completed appeals form; or
  • Contact the Tax Review Board at the following location:

After your Tax Review Board hearing, a written decision is mailed to your home.
