Water Rate Board

In November 2012, Philadelphia voters approved an amendment to the Charter to allow City Council to establish, by ordinance, an independent rate-making body responsible for fixing and regulating rates and charges for water and sewer services. Under the Rate Ordinance, the Board replaces the Water Department as the entity responsible for setting water, waste water, and stormwater rates. The Rate Ordinance became effective January 20, 2014. On March 14, 2018, the Philadelphia Water Department filed its Formal Notice with the Philadelphia Water, Sewer, and Storm Water Rate Board of a request to increase water, sewer, and storm water rates and charges over three successive years beginning on September 1, 2018.

This request, supporting statements and exhibits from PWD, and all subsequent discovery, testimony, hearing transcripts, public comment, and procedural documentation generated by the rate case are available on the Rate Board's website.
