Important Information Regarding Commercial Recycling in Philadelphia

For Help Getting Started
In Philadelphia, outreach and education play an integral role in helping commercial entities to recycle. Information is available in the City's recycling handbook and via the recycling hotline. Licensed haulers can assist by providing recycling information. You may obtain a listing of haulers licensed by the City of Philadelphia by calling 215-686-5586.

The Greater Philadelphia Commercial Recycling Council, made up of companies in the Philadelphia area with established recycling programs, offers opportunities for exchange of information and advice.

Recycling: It's the Law
In 1994, the City of Philadelphia adopted a set of guidelines regulating the way commercial entities dispose of their waste. These Commercial Recycling Regulations require businesses to develop and follow a recycling plan. The plan must be filed with the Streets Department, distributed to all employees and/or tenants, and publicly posted on site premises.
If your company uses a private hauler to remove refuse, you must file a recycling plan.

Recycling is Good for Business
The efforts of companies that recycle are often rewarded through the money they save as well as through the knowledge that they are conserving resources and improving the environment. While an up front investment is usually necessary to put a recycling program in place, the expense can eventually be offset through reduced trash removal costs.

Recycling Fines
Businesses that fail to file a recycling plan will receive a visit from
SWEEP (Streets and Walkways Education & Enforcement Program). SWEEP officers can issue fines of up to $25 per day for each violation.
