City of Philadelphia Commercial Solid Waste and Recycling Plan

Welcome to the City of Philadelphia's Commercial Solid Waste and Recycling Plan


As part of the Commercial Regulations, all commercial properties receiving private or city waste collection must complete the Commercial Solid Waste and Recycling Plan, as required under Pennsylvania Act 101 and City Code 10-724. Business owners and Property Managers are obligated under the City of Philadelphia Commercial Recycling Regulations to implement a working recycling plan for the recycling of appropriate materials generated within. The building manager that arranges for waste collection and removal services is responsible for completing the following tasks:


  • Fill out a Recycling Plan on-line for each business location using the link below. Please be sure to click Submit to ensure the completed Recycling Plan is registered with the Philadelphia Recycling Office. Go here to access the online Recycling Plan system:

  • Please note: Your OPA (Office of Property Assessment) # is required to fill out this form. The OPA# used to be called the BRT#. It can be found on the OPA web site at http://opa.phila.gov
  • Print and Post the completed Recycling Plan in a conspicuous location within the building in question. This certificate will have a City of Philadelphia Seal and should be posted with licenses and certifications required to operate the business.
  • Distribute the appropriate, pertinent recycling information included in the Recycling Plan to each employee/tenant in the building at least once every six months apprising them of the recyclable materials and methods for collection used within the building.
  • Actively comply with the provisions in the Recycling Plan established for the building. 
  • For further assistance, please refer to our extensive commercial recycling website at http://philadelphiastreets.com/com-bus-overview.aspx. The Recycling Office and Streets Walkways Education and Enforcement Program (SWEEP) staff are available to assist businesses in compliance with the City's recycling requirements.

  • Failure to comply with the above outlined requirements will result in a citation. The penalty for a violation of the regulations, including falsification of any required information, can be a fine of five hundred ($500) dollars per violation.
