The announcements below represent RFPs available with City of Philadelphia social service and housing departments or with other agencies or projects associated with the City of Philadelphia.

Each RFP will provide directions on how to apply, including any forms you may have to complete.  In certain cases, if your proposal is selected for the award, you or the organization you represent may have to complete disclosure forms pursuant to Chapter 17-1400 of The Philadelphia Code.  The contracting department or agency will notify you when and how to disclose.

    • REQUEST FOR PROPOSALS (RFP) for Public Relations Agency for WELCOME AMERICA! FESTIVAL - This is an RFP for a public relations agency that will be used during the Welcome America! festival (also referred to as the “Festival”) from tentatively March 1 through August  31st. This RFP is to identify qualified agencies to provide public relations duties to increase national and local awareness of the 2012 Welcome America! festival.     • The City of Philadelphia, under the authority of the Mayor’s Office, and in cooperation with the Fund for Philadelphia, Inc., is seeking proposals from individuals and/or organizations with relevant experience and expertise to provide supporting consulting services to the independent Community Oversight Board (COB) in verifying the status of DHS reforms and assessing their impact on child safety, permanency and well-being. The work required includes providing support to the COB in the following ways:

            • Monitoring of implementation of CWRP and additional recommendations;
            • Support of COB efforts to monitor child-well-being;
            • Report writing;
            • Communications and outreach; and
            • Meeting planning and logistics.

    • REQUEST FOR QUALIFICATIONS FOR UNDERWRITERS, REMARKETING AGENTS AND COMMERCIAL PAPER DEALERS -
    • The Office of the City Treasurer is seeking responses to this request for qualifications (“RFQ”) in order to select firms to serve as senior and co-managing underwriters with respect to certain City of Philadelphia (the “City”) General Obligation Bonds (“GO”), Other Tax-Supported Bonds (“OTS”), Airport Revenue Bonds (“Airport”), Philadelphia Gas Works Revenue Bonds (“PGW”),Water and Wastewater Revenue Bonds (“Water”) (collectively the “Bonds”) and Tax and Revenue Anticipation Notes (“Notes”).
                     
      The City encourages responses from minority, female, and disabled owned firms.

      IMPORTANT INFORMATION:

      The City has imposed a Quiet Period related to this RFQ. The Quiet Period began when the RFQ was issued, and will end once selections have been made and posted on the City’s rfp website. During this Quiet Period, we are not scheduling general marketing meetings with underwriters and do not want to receive unsolicited pitch emails or books from underwriters.

    • The Mayor's Office of Sustainability (MOS) seeks a respondent to produce a baseline of current green and sustainable employment in the City of Philadelphia and surrounding suburbs, in support of Greenworks Philadelphia, the City's comprehensive sustainability plan. The objectives are to complete a survey of the City of Philadelphia and the surrounding region that aligns with and deepens the national survey being conducted by the Bureau of Labor Statistics using knowledge of the recently completed Pennsylvania Green Job Survey; use statistical methods to guarantee an acceptable range of confidence in the reliability of the survey results; track the clean and sustainable jobs in the City of Philadelphia generated through City, state, and federal policies and/or funding; and develop and document a replicable methodology for MOS that accomplishes the above.     • The City of Philadelphia seeks to run a limited pilot program allowing towers to dispense with the requirement to call police to have them issue a ticket for a vehicle parked illegally on private lots, private property or driveways prior to being towed. In order to participate in the Pilot, Towers will be need to demonstrate that they are able to utilize such existing technology that will provide the same prima facie evidence of violation and the same indicia of reliability as a ticket issued by the Philadelphia Police Department

    • Philadelphia Office of Arts, Culture and the Creative Economy's Public Art Program -- Artist Registry The Artist Registry will allow artists to participate by maintaining a record of their work with the Philadelphia Public Art Program. Public Art staff, panelists, architects, and City agencies will consult the Artist Registry as public art opportunities become available. Opportunities will still be announced via email and posted on our website; the registry will be used in addition to City selection processes. The registry is open to all professional artists. There are no residency requirements for the registry, although some opportunities will be limited to the greater Philadelphia region.
