Reentry One-Stop Centers

The Mayor's Office for the Reentry of Ex-offenders (MORE) is one of Philadelphia's major anti-crime anti-violence initiatives. Established to reduce the City's recidivism rate and to assist ex-offenders in successfully reintegrating into local Philadelphia communities, MORE serves ex-offenders who have been released from Federal, State, and local prisons/jails irrespective of their date of release. Two MORE One Stop Reentry Centers currently exist in Philadelphia. The Southwest Philadelphia center, also known as Headquarters, opened in June 2005. The satellite office which is located in the Kensington section of the city, opened its doors in July of 2007. To date, MORE has served nearly 6,000 ex-offenders.

 

MORE provides administrative and operational oversight for the provision of reentry services throughout the City; the comprehensive services provided through the One-Stop Centers include: GED/ABE; Job Readiness Training; Mental Health/Substance Abuse Services; Job Placement and Retention Services; Emergency Housing Assistance; Intensive Case Management Services; Career Link Accessibility; Probation and Parole Services; Parenting Classes (Fatherhood Initiative); Entrepreneurial Courses; Motivational Lectures; Mentoring Services, utilities assistance, HIV/AIDS education and testing; Voter's registration assistance, identification restoration etc.

 

Offering alternatives to criminal behavior/activity, ex-offenders who participate in the program receive life changing instruction and marketable skills within a supportive environment that promotes constructive outcomes. There are approximately 298,400 adults living in Philadelphia who have a criminal background and who are technically ex-offenders. There are approximately 43,000 persons on an active probation/parole caseload. The Reentry One-Stop Center has the capacity to serve approximately 8500-9500 clients annually.

 

MORE is an alternative to incarceration and diversion program. Through our partnership with the Public Defenders Association, in lieu of 3-6 month sentence, Municipal Court judges are being asked to make it mandatory for ex-offenders to attend of one the City's Reentry Centers; again saving substantial prison costs, and reducing overcrowding. Early Parole Petitions are being granted by an increasingly high percentage of Municipal Court Judges when the Reentry Center is a core component of a structured parole plan.
