EMPLOYEE ORIENTATION MANUAL

 

Union Representation

 

Employees appointed by the Department of Recreation fall into one of three job and union categories:

 

DC 33 represents Labor, Skilled Trades, Grounds and Clerical classes;
DC 47 represents Professional Recreation and Technical classes;
Managerial and Confidential classes are prohibited from Union membership.

 

Employees assigned to Union represented classes may join the Union or choose not to join the Union and pay a fair share fee.  DC 33 represented employees may defer this decision for six months but will forgo medical benefits during that period.

 

Local 222 represents DC 33 classes. They have full collective bargaining rights, including the right to strike under certain conditions.

 

DC 47 has two locals:  Local 2187 and Local 2186.

 

Local 2187 represent non-supervisory employees with full collective bargaining rights, including the right to strike under certain conditions.

 

Local 2186 represent supervisory employees with meet and discuss rights. Employees in Local 2186 are prohibited from striking.

 

The Recreation Department is proud of its on-going positive relationship with the Local Union organizations and leadership. The Department recognizes the value of these organizations in helping to foster a positive and productive work environment.

 

Grievance Procedure

 

Employees in classes represented by DC 33 and DC 47 have a formal contractual grievance process to help resolve work related disputes or disagreements. Grievances may arise over a disciplinary matter or contractual interpretation issue. In either case, an aggrieved employee or their Union representative may file a grievance claiming a violation of the collective bargaining agreement. Employees have the right upon request to have Union officials represent them in the grievance process.

 

Discipline

 

On occasion, it is necessary for the Department to administer discipline in order to address employee violations of Departmental rules and regulations and/or the normal standards of conduct in a business environment. In general, disciplinary actions are issued in the following progression in keeping with the concept of the Just Cause Standard of Discipline:

  • Oral Reprimand
  • Written Warning
  • Progressively Harsher Disciplinary Suspension(s) without pay
  • Demotion/Reduction in pay step
  • Dismissal

The concept of the just cause standard and progressive discipline will be reviewed and discussed at employee orientation training.
