EMPLOYEE ORIENTATION MANUAL

 

Promotions

 

Every two weeks, a "Job Opportunities" announcement is published by the Central Personnel Department listing the examinations for which applications are being accepted. City of Philadelphia residents may apply for any civil service examination that is announced on an "Open Competitive," or "Concurrent" basis.  Promotional exams are reserved for permanent City employees who have attained a satisfactory performance rating or better.

 

In the event that you apply for an exam and meet the stated minimum requirements (training, education and experience), the Personnel Department will send you a letter notifying you where to report to take a test. Following the examination, all passing applicants are placed on an eligible list in order of highest to lowest for future appointment.

 

Training Opportunities

 

The Department of Recreation is committed to the professional development of all its employees. To accomplish this goal, the Department is working on creating a comprehensive training program that will serve the overall needs of the Department and its employees. The Department also coordinates with other city departments in such programs as construction technology and retirement planning. All employees are encouraged to apply for all training for which they are eligible. In some cases, the Department may approve time off from duty to allow an employee to attend educational classes that are directly related to an employee's position. Only permanent employees in good standing will be considered for training opportunities.

 

Employees promoted to supervisory positions are required to complete training classes in the following courses: Labor Relations, Supervisory Training, Performance Excellence Process, EEO/Sexual Harassment and Diversity Training.

 

Training requests must have the appropriate supervisory and managerial approval.

 

Residency Requirement

 

In accordance with the Home Rule Charter, City employees are required to maintain a bona fide residence in Philadelphia as long as they are employed by the City of Philadelphia. Only the Civil Service Commission has the authority to waive this requirement.

 

Notification of Change 

 

It is important to report any of the following changes in a timely fashion to the Recreation Human Resources Office, One Parkway Building, 1515 Arch Street, 10th Floor:

 

Change of Name;
Change of Telephone Number;
Change of Address;
Change in Number of Dependents;
Change of Beneficiary for Pension and/or Life Insurance;
Change in the person to be notified in case of emergency.

 

City ID Cards

 

All employees who work for the City are required to have an Employee ID Card. Your City ID Card makes it easy to identify you and allows you to gain access into City facilities. As a new employee, you are issued a payroll number with your first paycheck. A payroll number must be issued before an employee can be processed for an ID Card. Please contact the Recreation Human Resources Office to find out the procedure to obtain your ID Card. The Records Department charges a $25 dollar replacement fee for lost cards.

 

Personnel File Review

 

Under Pennsylvania State Law, you may examine your own personnel records in the Recreation Human Resources Office once each year. More frequent reviews will be permitted to help an employee prepare for appeals, grievances, etc. Please be mindful to use this opportunity to check to see that all of your beneficiary designation information is accurate and up to date. Employees are encouraged to make an appointment to review their personnel file each year during their birthday month.

 

You may make written copies of any material and you may add brief comments to your file that relates to specific matters. You may not remove anything from your personnel folder, nor may you examine your records without supervision from the Human Resources Office.

 

Outside Employment

 

An employee may hold an outside job provided that it does not conflict with their City position and hours of work. If an employee wishes to engage in such outside employment, a written request for outside employment must be submitted in advance and approved by your immediate supervisor, Human Resources Officer, and Deputy Commissioner.

 

An employee may not engage in any outside business during his scheduled City working day. Employees may not use a Department vehicle to get to or from outside work.

 

Political Activity

 

The City Charter places certain restrictions on the political activities of City employees.  To carry out the intent of the Charter and to define which political activities are permissible or prohibited, Civil Service regulation 29 was adopted. The Regulation prohibits any activity aimed at promoting or opposing the success of a political party or body, or the nomination or election of particular candidates at primary, general or special elections. The Human Resources Office will provide employees with a complete text of permissible and prohibited political activities.

 

Tips and Favors

 

Recreation employees are City Civil servants, dedicated to serving the citizens of Philadelphia. To this end, an employee may neither ask for nor accept any gifts for performing his duties. An employee may not perform any work or service for anyone outside his normal duties during work hours, nor may he use City equipment or materials at any other time.

 

A civil servant violating this public trust compromises the whole system and such activities must be avoided in all cases. Such behavior may result in disciplinary action including dismissal.

 

Integrity Officer

 

The Recreation Department's Integrity Officer is the Department's Human Resources Manager. The office number is 215-683-3652. The Integrity Officer is responsible for receiving and reviewing complaints and allegations of corruption, illegal activity, and other issues related to the integrity of the department and its employees. The Integrity Officer works with the Inspector General's Office and other investigatory agencies to process and coordinate the investigation and disposition of any claims.

Equal Employment Opportunity (EEO)/Sexual Harassment Policy

 

The Department takes a firm stand against all types of discrimination.  Complaints of discriminatory behavior on the part of any employee of the Recreation Department may be brought to the Human Resources Staff, or filed directly with other agencies. You may contact the Human Resources Office for more information about these agencies. All complaints will remain confidential and be treated in a sensitive and timely manner.

 

The Recreation Human Resources Office will provide a complete text of the City's EEO/Sexual Harassment policy to you.

 

Violence in the Workplace Policy

 

The Recreation Department is committed to maintaining a safe and positive work environment for all Recreation employees.

 

The Recreation Department works in conjunction with District Councils 33 and 47 on training programs and workshops designed to prevent violence in the workplace. The programs are also aimed at helping employees deal effectively with the various issues related to violence in the workplace. The Recreation Department will continue to take active steps to recognize and alleviate stressful work conditions in the workplace.

 

Use of a City Vehicle

 

A City vehicle is municipal property and may not be used for personal or private reasons. No exceptions may be permitted. City vehicles are to be driven only by City employees who hold a valid Pennsylvania Drivers License, and are not to be taken outside City limits without written authorization. City employees may not operate a motor vehicle while under the influence of alcohol or controlled substances. Violations of these regulations may be grounds for disciplinary action.
