EMPLOYEE ORIENTATION MANUAL
Pay and Compensation Information
City employees are paid every two weeks for the two-week period ending the Sunday before payday.
New employees are paid at the beginning step of the salary range for their class. Salary ranges generally have four or five pay steps in each pay range. Employees receive a one step increase each year until they reach the maximum pay step, provided that the employee has an annual performance rating of "satisfactory" or better. Pay step increases are effective on the employee's increment date.
The increment date for all new hires is the anniversary date of appointment. This date may change with promotions, demotions, and leaves of absences. The Human Resources Office will inform you if your increment date has changed as a result of any of the above-referenced transactions.
Deductions
Deductions from an employee's paycheck include Federal Income Tax, State Income Tax, City Wage Tax, Social Security, Unemployment Compensation, Medical, and Pension. There may also be other deductions for union or fair share dues, credit union, savings bonds, charity contributions, health and/or life insurance, deferred compensation, and other outside levies. An employee can also voluntarily authorize payroll deductions for certain charities, direct deposit, health insurance, union dues and additional optional life insurance. You can ask your designated payroll person to authorize or cancel voluntarily deductions at any time.
Hours of Work
Employees designated as office employees are generally assigned to work on a Monday through Friday schedule. Office employees are required to work 37-hours per week, 7-hours per day.
Non-office (Field) designated employees are required to work a 40 hour work week, 8 hour work day. Work schedules and shift hours are established to meet department workload and demands. Recreation management must approve all work schedules.
Employees should review their daily starting and leaving times, including work breaks and lunch periods, with their immediate supervisor.
Your immediate supervisor will instruct you on how to complete the daily time sheet. Be sure to check with your supervisor and/or the Human Resources Office on the proper procedure of filling out the time sheet if you are required to work an irregular shift.
Overtime
Under Federal Law, employees in certain designated classes who work more than an 8 hour day or a 40 hour workweek are entitled to overtime pay. Overtime pay is normally 1-times the regular hourly rate of pay. If an employee works on a Sunday (or for shift workers, the second day off), the employee will be paid overtime or given compensatory time at the rate of two (2) times the regular hourly rate of pay. Your supervisor will tell you the specific overtime rules in your unit. If you are called back to work after leaving for the day, or if you are called in on a Saturday or Sunday (or, for shift employees on the 1st or 2nd day off), you will be compensated for a minimum of 4 hours' work at the appropriate hourly rate of pay.
Shift Differential
A 30 cents per hour shift differential is paid to employees who are regularly assigned to work the second shift from 4:00 PM - Midnight. A 40 cents per hour shift differential is paid to employees regularly scheduled to work the third shift from Midnight - 8:00 AM.
No shift differential is paid if your regular tour of duty begins at or after 8:00AM and ends at or before 6:00PM. No shift differential is paid for vacation, sick leave, or any other time not actually worked.
Longevity Pay
Longevity pay is a salary benefit that rewards long-term City service. Longevity pay is added to an employee's base pay and is activated after five-year increments of employment according to the following schedule:
