EMPLOYEE ORIENTATION MANUAL
Health Medical Benefits
The City and the respective Union organizations provide excellent health benefits to their employees and families. Specific benefit packages vary depending on an employee job classification and Union affiliation. In some cases, the employee shares the cost of the medical plan.
As soon as you are appointed, please be sure to discuss the details of the various options with the Human Resources Officer or your Union Representative. Medical coverage begins on the first day of the following month if an employee is appointed on or before the 15th of the month. If your appointment date is after the 15th of the month, an employee's medical coverage begins on the first day of the second month following your appointment.
Flexible Benefits Program for Non-Represented Employees
The medical plans for Non-Represented employees are administered by the City and offered each year as a cafeteria benefits menu package called the Flexible Benefits Plan. Employees may select from a variety of medical plan options ranging from single coverage, employee plus one coverage, and full family coverage. Employees also have the option to purchase addition life and disability insurance. In addition, employees have the option to purchase and extend life insurance coverage upon retirement.
An employee who has served continuously for ten or more years, receives five years (60 months) of medical coverage upon retirement. Coverage begins on the first day of the month following the date of your separation.
Employees may waive medical coverage in favor of bi-weekly cash credits if the employee provides proof of coverage under another medical plan. Unused flex credits can be converted to cash or deposited in a Dependent Care or Health Care Flex spending account. Employees are also provided dental, vision, and prescription coverage. At retirement, dental and vision benefits are eliminated. The Human Resources Office will provide additional information on the Flexible Benefits package.
DC 33 Medical Plan
Employees in classes represented by DC 33 who are union members are covered through the Union's health and welfare plan, which provides hospitalization, dental services, vision plan, prescription, legal services, and an employee assistance program. Employees who opt not to join the Union are enrolled in a Fair Share Plan where medical benefits are provided by the Union for the initial six-months of medical coverage. Thereafter, employees receive medical coverage through a city-administered plan.

DC 47 Medical Plan
Employees in classes represented by DC 47, Local 2187 (these are non-supervisory employees) are covered through the Union's Health and Welfare Plan, which provides hospitalization, dental services, vision plan, prescription, legal services, and an employee assistance program. Employees in classes represented by DC 47, Local 2186 (supervisory employees) have the option to have medical coverage under the Union plan or through a City administered medical plan.

Employees may purchase at their own expense supplemental life and/or disability insurance through DC 47 Health and Welfare Office.

Extended Medical Insurance Coverage?COBRA Insurance
Employees who separate from City service prior to retirement or who are on an unpaid leave of absence for more than 15 days may elect at their own expense to apply for medical benefits continuation under the COBRA statute. Benefit coverage is also available to the employee's family and dependents. The Human Resources Office will provide specific details of these benefits upon request.
Employee Assistance Program (EAP)
The Department of Recreation cares for its employees' well being. If an employee or someone in his immediate family has any emotional problem or a problem involving substance abuse, they may seek confidential counseling and professional help. Remember, fellow employees and supervisors need not be informed about the problem.
