
Transportation and Infrastructure
In the spirit of government accountability and transparency the American Recovery and Reinvestment Act requires that infrastructure projects be certified as appropriately spending tax payer dollars. The Governor certifies road and water projects, since funding for these projects flows to the City through the Pennsylvania Department of Transportation and Pennsylvania Infrastructure Investment Authority. When City agencies directly receive funds for infrastructure, as is the case with Philadelphia International Airport, City officials certify the investment.
