About the Redevelopment Authority of the City of Philadelphia
The Redevelopment Authority of the City of Philadelphia (RDA) was established in 1945 by Pennsylvania State Charter, Bill No. 285, titled Urban Redevelopment Law. Approved May 24, 1945, the Act granted the Authority powers of condemnation and the ability to buy and sell property, and undertake programs for voluntary repair, rehabilitation and conservation.
The Authority administers various bond financed programs and administers housing production activities funded under the Community Development Block Grant, HOME and McKinney Act programs, on behalf of the City.
The RDA’s responsibilities include:
- acquiring, selling and leasing real estate to achieve economic redevelopment and to promote growth.
- managing the inventory of surplus and vacant properties.
- promoting neighborhood revitalization through the elimination of blighted structures and property.
- offering financing products, in the form of low-cost mortgages and home improvement loans, designed to make owning a home more affordable for low- and moderate-income City residents.
- preserving and expand the City’s supply of affordable housing.
