The Redevelopment Authority of the City of Philadelphia was established in 1945 pursuant to the Pennsylvania Urban Redevelopment Law approved May 24, 1945, P.L. 991, as amended.  The Act grants the Authority powers of condemnation and the ability to buy and sell property, and undertake programs for voluntary repair, rehabilitation and conservation of residential property. 

 

The Authority currently administers various bond financed housing programs for single-family home-ownership, home improvement, multifamily rental and special needs projects.  In addition, it administers housing production activities funded under the Community Development Block Grant, HOME and McKinney Act programs, on behalf of the City.

The Authority is responsible for:

    • acquiring, selling and leasing real estate to achieve economic redevelopment and to promote growth.
    • managing the inventory of surplus and vacant properties owned by the City and the Authority.
    • promoting neighborhood revitalization through the elimination of blighted structures and property.
    • offer financing products, in the form of low-cost mortgages and home improvement loans, designed to make owning a home more affordable for low- and moderate-income City residents.
    • preserving and expand the City’s supply of affordable housing.
