The C.M.R. Division, which is under the office of Deputy Commissioner Robert Tomaszewski, has many units working together to not only safely admit and discharge inmates, but to assists in controlling the inmate population as well. C.M.R. is the first step when taking inmates into P.P.S. custody. The process is an ongoing one, starting from admission at the “window” to any kind of release (bail, bench warrant withdrawn, parole, court order, special releases, completion of sentences, etc.) There are approximately 65 officers working in C.M.R., working on all three shifts. Each staff member has a big role in C.M.R. by responding to a variety of situations that the PPS facilities encounter.

C.M.R. keeps accurate records of all inmates both incarcerated in all P.P.S. facilities and of inmates that have been released since approximately 1985. In this light, several various agencies within the United States request our stored information. Not only various Federal and Local law enforcement agencies such as the United States Marshals, FBI, Police, Probation and Parole and Correctional Facilities, but other Federal and Local agencies such as Child Support, Department of Welfare, Social Security, U.S. Armed Forces, Unemployment Compensation, Departments of Transportation and various college and universities as well throughout the nation to name a few.

Note: When an inmate gets release from P.P.S. custody, he or she receives an Incarceration Letter:

Incarceration letters are given to each inmate at the time of their discharge. If an inmate is released from court, or it is lost, he/she can obtain an incarceration letter from the cashier’s office from the institution in which they were housed. All the inmate has to do is provide their PID# to the Cashiers, and if their face matches the face on the computer, the letter will be provided immediately. This procedure should be followed primarily whenever possible to prevent identity theft.

Now if a circumstance arises which necessitates an Admission History Report (does not have photo) off the VARI Screen, for inmates that are presently incarcerated such as for Court or any other agency deemed appropriate by the staff member, it maybe provided by either CMR or RTS. The unofficial protocol here being anything for legal purposes (court, attorneys, law enforcement agencies) to be provided by CMR and for an inmate’s health and welfare (public assistance, utilities, housing, hospitals employment, educational institutions), by RTS. The report should be sent directly to the agency/requester by the staff member whenever possible.
