PRA, PHDC Officials Testify in Support of Land Bank

Philadelphia Redevelopment Authority and Philadelphia Housing Development Corp. officials testified on October 28 in support of creation of a Land Bank for Philadelphia. A Land Bank is a strategic property acquisition and disposition tool and will be the next step in Philadelphia's efforts to address the problem of vacant and blighted properties and to return those properties to productive reuse. RFP for Point Breeze: RFP for Point Breeze: The Philadelphia Redevelopment Authority (“PRA”) is soliciting proposals from developers to purchase and develop approximately 10,102 square feet of scattered site property in Philadelphia’s Point Breeze neighborhood. The site consists of Fifteen (15) vacant lots. RFP for Audit Services: PRA is seeking to obtain an independent auditor’s report to confirm sources and uses spent on Neighborhood Transformation Initiative activities by the PRA and various City Departments who were recipients of bond proceeds. Artwork RFP: The Percent for Art Program announces a competition to commission artwork for an exterior canopy for a LEED registered, mixed use residential development known as Carpenter Square, located at the corner of 17th and Carpenter Streets in the Graduate Hospital neighborhood.

RFP for Program Managers: The Philadelphia Redevelopment Authority (PRA) solicits proposals from experienced program managers to partner in the administration of the City Fellows Program (“CFP”). The CFP has been in existence for the past 4 years and offers college graduates, graduate students, and young professionals the opportunity to work on meaningful projects in city government. There are approximately 9,500 properties that need to be processed in this effort. The deadline for this opportunity is May 12, 2014 by 4:30 PM. Selected Bidders

In June 2014, the Authority issued a Request for Proposals for Ground Maintenance for Various Locations in the Eastwick Section of Philadelphia. All bids were due by July 15, 2014. The Authority received three (3) responses to the RFP: Independence Constructor, Industrial Commercial Cleaning, and Townscapes, Inc. The Authority selected Townscapes, Inc as the most responsive bidder. In addition to presenting the lowest bid, Townscapes provided proof of a capacity both in terms of previous contract, references and equipment.

RFP for Landscape and Tree Removal: In May 2014, the PRA posted a Request for Proposals for Landscape & Tree Removal Contractors. The PRA received two (2) bids from Davey Tree Expert Company and Greenscape Landscape Contractors, Inc. The PRA selected Greenscape Landscape Contractors, Inc. as the lowest bidder and the most responsive bidder. RFP for ARCHITECTURAL SERVICES: In December 2013 the Philadelphia Redevelopment Authority (PRA) issued a Request for Proposals seeking architectural services for a scatter-site rehabilitation project in the Point Breeze neighborhood. The PRA received seven (7) bids from the following firms: KSK Architects Planners Historians, Inc., JAS Architects, Garber Clifton Architects, Cicada Architects, Sabir, Richardon & Weisberg Engineers LLC, MAKE, LLC and ISA Interface Studio Architects.

Applicants were evaluated using the following criteria:

Organization Experience: Demonstrated experience on projects of similar size and scope. A successful track record with the PRA or other local agencies. Working knowledge with City specifications, design requirements, and administrative reporting preferred.
Project Approach and Timeline: Clear understanding of roles and responsibilities, overall project goal, program design approach, and final product.
Energy Star/Sustainability: Significant and successful experience incorporating Energy Star design standards or other sustainable, green building practices.
Competitive Pricing: The proposal should reflect competitive fees for fixed services.

After evaluating the seven submitted responses, the PRA has selected Cicada Architectural/Planning, Inc. due to their extensive experience in designing and overseeing infill housing projects in Philadelphia as well as their clear and concise vision for working with the PRA and its Development Consultant. RFP for WEBSITE DEVELOPMENT: In August 2013 the PRA posted a Request for Proposals for Website developers. The PRA received nine (9) bids from the following companies: Pro Site Builder, LLC, Zivtech, andCulture, Applied Tactics, Revize, Fuse Ideas, Vita Sys, Captech Ventures, and Vision Internet. The PRA selected Zivtech as the most responsive bidder. Although Zivtech did not have the lowest bid, they were chosen because of their technical expertise, their understanding of the scope of work, and their creative approaches to structuring the website to meet the growing needs of the PRA.
