The City of Philadelphia in partnership with the PRA is requesting high performing and experienced companies or individual(s) to provide information and qualifications for conducting remote sensing-based approach (data collection and analysis) for evaluation of the built environment and identification of vacant and abandoned structures throughout the City of Philadelphia. Logan Market Study - On July 2, 2012, PRA issued a RFP to solicit a consultant to prepare a market study for a 35+ acre redevelopment site in the Logan neighborhood. Responses were received from Real Estate Strategies, Inc., HR&A Advisors, Urban Partners, Econsult Corporation, Binswanger, Urban Construct, LLC., 4Ward Planning, LLC, AKRF, Inc., and JGSC Group. AKRF, Inc. (AKRF) was selected. This firm was not the lowest bidder, however AKRF’s proposal was deemed superior based on the more thoughtful, detailed approach to tasks set forth by the RFP and the capability of their multidisciplinary team. Also, as permitted in the RFP, AKRF proposed useful additions to the basic scope of work that will result in a better final product and will add significant value and cost savings overall.
Construction Contractors for Site Work at 31st & Girard Avenue Contracting Opportunity - On February 24, 2012 the Authority posted a request for proposals for site work at a property located at 31st Street & Girard Avenue. County Builders, Inc., D’Angelo Bros., Inc., JPC Group, Inc., and Seravalli Inc. submitted proposals. County Builders, Inc., the lowest responsible bidder, was selected.
Neighborhood Stabilization Program Compliance Consultant Services RFP was issued in December 2010 and the PRA received responses from 1) Barbara A. Kelly, 2) Real Estate Strategies, Inc., and 3) Regional Appraisal Services, Inc.; the contract was awarded to the lowest bidder Barbara A. Kelly.
Land Management Systems Software Vendor RFP was issued in September 2010 and the PRA received responses from 1) CRW, 2) Davenport 3) Location Age, 4) Yardi; the contract was awarded to the lowest bidder Davenport.
The PRA maintains a list of pre-qualified general contractors and construction management firms interested in performing work for residential projects funded by the PRA through the City of Philadelphia’s Office of Housing and Community Development. Firms who wish to pre-qualify for PRA-financed construction projects are required to complete a Pre-qualification Application. Developers, under certain circumstances, will be required to notify pre-qualified contractors and/or construction managers to competitively bid on projects. Developers will award contracts on a competitive bid basis. The PRA will review complete applications only and contact the applicant if additional information is needed. Development Opportunity – Request for Proposals
PRA is soliciting proposals from experienced developers to purchase and redevelop a 24,000 square foot site near Fairmount Park and St. Joseph’s University. The property, located at 2001-11 N. 54th Street, contains the former Wynne Ballroom. The site is well served by transit (both bus and regional rail) and contains many exciting possibilities due to its proximity to the University, City Line Avenue, and the park’s many attractions. The Request for Proposals (“RFP”) with Exhibit A can be downloaded here. All proposals must follow the format described in the RFP and are due by April 30. Point Breeze QRB Project: The Philadelphia Redevelopment Authority (PRA) solicits proposals from experienced developers to complete the rehabilitation, marketing, and sale of six publicly-owned vacant scattered site structures for affordable homeownership in the Point Breeze neighborhood.
