Getting to Settlement
Before the PRA can convey property to a new owner, the applicant’s improvement plans and ¬financial capacity will be reviewed and approved. Improvement plans can be as simple as turning a vacant lot into a side yard, or as complex as rehabilitating a vacant lot for housing. Also, please review the Property Development Application Package, all applicants are required to complete the document to demonstrate capacity and planned reuse of the property. This must be completed, submitted and approved by PRA staff prior to pursuing formal approval from the PRA Board of Directors and City Council.
The PRA maintains a list of pre-qualified general contractors and construction management firms interested in performing work for residential projects funded by the PRA through the City of Philadelphia’s Office of Housing and Community Development. Firms who wish to pre-qualify for PRA-financed construction projects are required to complete a Pre-qualification Application. Developers, under certain circumstances, will be required to notify pre-qualified contractors and/or construction managers to competitively bid on projects. Developers will award contracts on a competitive bid basis. The PRA will review complete applications only and contact the applicant if additional information is needed.
