On 3 May 1911, the Pennsylvania Legislature passed a resolution called for the appointment of a commission to investigate the different systems of recording deeds, mortgages and the insuances of titles then in effect in the various states, and recommend to a subsequent Legislature such changes that would be needed to revise and improve the current system. This commission was appointed on 10 May 1911. A public hearing was held in Philadelphia on 10 June 1912 in which the following persons testified to the validity of the Philadelphia systems: the Hon. William S. Vare, Charles Wetherill, Esq., Martin H. Stutzbach, Esq., Axle Teisen, Esq., John H. Fow, Esq., Emil Rosenberger, Esq., W. F. Gaulbaut, Esq., Mr. Stotz, and J. Rhea Craig, Esq.
