Each volume, covering a six-year period, outlines policy, general plans, and estimated costs of capital improvements intended by City; data supplied for each project and for City departments in charge of completing them; also included are various supporting analyses and recommendations. vols. 1967/1972 ff also contain Board of Education Capital Programs. Owing to change in fiscal year from start in January to start in July, no capital program was issued for 1969/1974. Not included in count of volumes are various proposed capital programs and reports to the City Planning Commission relating to proposed capital programs.

145.21 Old City Study Steering Committee

The Old City Study Steering Committee, composed of civic leaders of the Old City and city personnel from the Planning Commission, Department of Commerce, Managing Director's Office, Office of the Director of Finance, and Philadelphia Historical Commission, was set up to institute a plan for the preservation of the architecture and atmosphere of the Old City section of Philadelphia. The draft report, prepared by Venturi & Rauch, Architects, in 1977, addresses such issues as improvements to residential and commercial areas, marketing, traffic & parking, facade easements, rent increases, building conditions, and expressway impact on the area. The folder of material contains miscellaneous comments on the report and additional actions taken by the Old City Committee during 1978. One of the major results from this study was the creation of the Philadelphia Historic Preservation Corporation.
