The Economic Development Unit was established in 1966 from a grant made by the Economic Development Administration of the United States Department of Commerce under Title III of the Economic Development Act of 1965. The head of the Unit was the City Economist who formerly was a member of the staff of the Development Coordinator's Office. After 1970, the City Economist duties were transferred to the Business Services Section of the Department of Commerce. The purpose of the Unit was to conduct studies and analyze economic data for use in the formulation of city policies and programs for short and long-term commercial and industrial development and to develop and maintain extensive data on specific urban problems to be used for basic economic analysis and forecasts of the state of the local economy. It was also intended to participate in the Program Planning Budgeting System, proposal writing for federal grants, and the initiation and implementation of special policies and programs. Includes general correspondence, activity reports, analyses, economic reports on employment in Philadelphia, comparative studies of identifiable areas in Philadelphia, taxing businesses on gross receipts or value added, the pay approach to taxation and Philadelphia income tax, Philadelphia's financial outlook for FY 1976, supply and labor in the construction industry, venture capital for urban businesses, Philadelphia SMSA labor demand projections 1965-1972, statistics on Philadelphia manufacturing employment 1962-1968, salaries and employment 1947-1959, inventory of businesses and breakdown of business inventories in North Central Philadelphia, campaign materials relating to the 1966 election for governor and the 1967 election for Mayor, a report on the City's economic base 1962-1967, lists of contracts processed by the Procurement Department 1961-1967, a list of publications in the Economic Development Unit library, by-laws of the Philadelphia Employment Development Corporation July 1967, and the City's Overall Economic Development Program 31 December 1965. Other topics include organization of the Economic Development Unit, population, the Manpower Program, the City's payroll, change in water and sewer rates 1966-1971, venture capital and the Small Business Administration, the University Science Center and the Urban Observatory Program.
