- The Philadelphia Citywide Development Corporation (PCDC) was organized in 1977 to administer and coordinate business and commercial development in most areas of the city in conjunction with OHCD, its primary source of funds. A non-profit corporation, PCDC supplies a mechanism through which business growth and stability can be maintained and improved in low- and moderate-income areas. It also supplies economic development services for small businesses.
