- Mayor Richardson Dilworth assembled a Study Advisory Committee in March 1957, consisting of prominent persons deeply interested in the field of criminal justice and corrections, in order to study the possibilities of establishing a House of Detention for Untried Adults. The final report of the Committee was submitted on 22 July 1958.
