Agency History
The Bureau of Charities was created in 1887, under the provisions of the Bullitt Bill of 1885 which were enacted under an ordinance approved on 30 December 1886. The Bureau was placed in the Department of Charities and Correction to administer the Philadelphia Alms House as successor office to the then-abolished Guardians of the Poor. Upon the abolition of that Department in 1903, by an Act of 8 April and Ordinance of 20 April of that year, the Bureau of Charities was transferred to the then-created Department of Public Health and Charities. The administration of the Home for the Indigent (Riverview) was added to the Bureau's duties upon its opening in 1914, at which time all non-medical inmates of the Philadelphia General Hospital (the former Alms House) were transferred to it. With the reorganization of the City government in 1920 the Bureau was merged with the Bureau of Correction into the Bureau of Charities and Correction within the Department of Public Welfare. At that time the Bureau's administration of Philadelphia General Hospital was assigned to the Department of Public Health's Bureau of Hospitals, whose listings contain the effectual continuation of most of the records series listed below.
