This series is principally constituted of files originating in the Commission's Community Relations Division but also includes files of the Executive Director and other officers. Contents include, chiefly, papers concerning the Commission's work with a great number of neighborhood and community action groups, professional organizations, related social agencies, with groups such as RAM and the American Nazi Party, and in connection with specific incidents of group tensions; also agendas and minutes of Commission meetings, historical publications, Commission history, weekly reports to Mayor's office, weekly calendars of Commission activities, staff training material, population studies, relocation reports, compilations of school data, public statements, statement of program goals, requests by public for information, press clippings. There are also included studies and surveys of employment practice and discrimination in city contracts and in the following industries: banks, hospitals, hotel and restaurants, loan and insurance companies, stores and on the waterfront, and in barber shops (1957 to 1967); and correspondence and papers relative to the Technical Advisory Committee on Human Relations Training For Police Personnel.

Typical file includes a "Contact Record" form providing name, address, and telephone number of complainant; date; name of interviewer and his division of Human Relations Commission; identification and address of "other party"; statement of basis for contact, and/or other statement of complaint; information provided by "other party" to justify its action including employment application form of complainant, and statement of employment policy; and statement of Commission's reasons for refusal to accept complaint. Some folders contain additional items including "Plant Inspection Report" forms with infommation on the name, address and telephone number of plant against which complaint is made, the name and title of its spokesman, date of establishment of firrrl, location of its plant, address of main office, nature of business, name and title of head of firm, its sources of recruitment, employee data including the number of Negro and of other non-white employees, number of employees absent for Rosh Hashanah, areas and occupations in which Negro and Jewish employees are employed; reason why Negro employees are in non-skilled positions only, and why there are no Jewish employees, the firm's non-discriminatory employment policy, if any, labor organizations to which employees belong, evaluation by Commission; "Employment Statistics" form with a breakdown of total employees at each employment level into number of Negro, Jewish and SpanishAmerican, number of females, number of females in each minority group, number anticipated to be hired, total employees previous year, number of apprentices; correspondence with firm against which complaint is made; correspondence with complainant; and summary of steps taken to investigate complaint.

Testimony before the Commission at public investigatory hearings and hearings on specific charges of discrimination brought both by private individuals and the Commission staff, particularly in relation to housing, employment, and public accommodations. Includes a number of hearings relating specifically to the investigations of alleged discriminatory employment practices by hotels and restaurants (1959-1960), alleged unethical soliciting practices by real estate agents and brokers (1960), incidents of intimidation and mob pressure forcing minority families to vacate their homes (1960), alleged discrimination by employers, labor unions and others on public works contracts with the City of Philadelphia (1963), and discrimination in housing (1965). Files 1959-1965 arranged by date of hearings. Files 1964-1981 arranged by Commission case number.
