1973 files include specifications for boats to be used in the proposed river emergency program; Department of the Army, Office of the Secretary of the Army, Office of Civil Defense form 223 "Project Application" providing details of requested rescue boats, equipment and facilities; vendors' brochures, a statement of justification for request, "Project Application" forms requesting excess property, copies of Office of Civil Defense form OCD 251a, "Agreement for the Loan of Government Personnel Property to Fulfill Civil Defense Contributions Program Objectives," which include terms for loan of Federal Government equipment; and related correspondence.

1974-1975 files include program status reports filed each year with information concerning the staff, facilities, and planning of the City's program; the program's tests and exercises, actual emergency operations, emergency public information system, staff training and radiological training; copies of " Civil Preparedness Profiles" in the form of a graph; copies of forms DCPA Form 233-3 of the Defense Civil Preparedness Agency of the Department of Defense, " Expenses Claimed for Federal Contributions," which include payroll expenditures each month and amount of Federal share; Office of Civil Defense, OCD form 380-1, "Billing for Contributions to States," which includes total amount of claim, State's share and Federal share, project suggestions; lists of personnel including job title, salary range, amount of personal benefits, travel expenses, and amount of Federal share; and related correspondence between the staff of the Office of Emergency Preparedness and State and Federal civil defense officials.

1976-1977 files include program papers for Fiscal 1976 and 1977 submitted to the Federal Defense Civil Preparedness Agency for federal funding, the staffing pattern of the Office of Emergency Preparedness (list of employees needed to operate the program, e.g., Director, Assistant Director, Secretary, etc., salaries, and amount of Federal share), information on Federal contributions for wages of OEP personnel, various project applications (e.g., for warning sirens and their maintenance, communications equipment, parts and maintenance) which include requests for reimbursement of Federal shares from the State Council of Civil Defense and correspondence submitting reimbursements; copies of City payment vouchers, orders and bill forms and petty cash reimbursements; requests for and returns of Federal excess property, copies of forms used for participation in the civil defense program and guidelines for equal opportunity employment.

Files for 1976 also include a number of folders relating the construction of the Emergency Operations Center in the new Fire Administration Building then under construction. Included are copies of payrolls of contractors, requests to the State Council of Civil Defense requesting Federal shares, letters from the latter transmitting payments, receiving reports and requests for payment, purchase orders, cost estimates, contract summaries, federal forms like those mentioned above, copies of contracts, correspondence with vendors and contractors, interviews with employees of contractors (which include the employee's name and address, pay rate, name of contractor, and complaints, if any) in order to satisfy State Council for Civil Defense requirements, compliance statements; minutes of Job Conferences, September 1974 to December 1975, with City departments, contractors and architects involved in the Construction of Emergency Operations Center; bid tabulations and specifications.
