The Special Committee to Study the Philadelphia Anti-Poverty Action Committee was jointly appointed by Mayor James H. J. Tate and Sargent Shriver, Director of the Office of Economic Opportunity with the assignment to consider the present structure of the PAAC, consider alternative forms of organization and to recommend the structure of the Committee deemed most appropriate to further the purposes and objectives of the anti-poverty program in Philadelphia. This report, dated 10 October 1967, contains the findings of the Special Committee, and their recommendations for changes in the PAAC.
