Includes correspondence, memoranda, reports, etc. to and from the Educational Home Rule Charter Commission. Includes numerous reports from the Fels Institute for Local and State Government, the Commission's consultant, on various aspects of the charter provisions; summary of testimony at the public meetings; notes on the size of school boards, qualifications of school board members, methods on selecting school boards, selection of a Home Rule School Board in Philadelphia; local school tax powers; school administration; and suggested charter provisions on school organization and administration. The Fels Institute also prepared preliminary drafts for the supplement in February 1965.
