Concerns area from 19th to 22nd Streets; includes printed contract proposal form listing all types and amounts of labor and/or material required; a schedule of fixes prices for contingent work; and specifications for demolition and removal of buildings, grading and paving of streets and footways, landscaping and planting, drainage, water supply, electrical installation for lighting.

Includes drawing of main watercourses, drains and sluices, etc. of mosquito-breeding areas in South Philadelphia, scale 1" = 1000' (1917); and drawing of plan of drainage system in the 26th, 39th & 48th wards, scale 1" = 500' (1939). The latter plan also indentifies existing and agreement railroad lines, beds of old lanes, beds of old lanes now physically open and ditches, and is signed by the Surveyor and Regulator of the 2nd District.
Drawings, 1938-1940: Most items include a title, date, scale, name or initials of person by whom drawn. Some also add number and names or initials of person by whom traced or checked. Contents include drawings of wooden locker with list of materials; two drawings of ash collection routes in sections of West Philadelphia and South Philadelphia, within economical distance of 51st and Gray's Ave.; drawing of daily collection routes for garbage; blueprint of information sign; blueprint of paper and rubbish basket.

85-3.5 License Cards for Passenger Railway and Motor Traction Companies

Four samples of license cards, issued by the Bureau or Department of Highways, for display in passenger railway and traction motor cards in accordance with an ordinance approved 23 Jun 1897 which regulated licenses to passenger railway and traction motor companies for operating cars upon streets and over bridges of the City of Philadelphia. Included are a special license form for 1897, and 1906 licenses for the Roxborough, Chestnut Hill and Norristown Passenger Railway; Auto-Transit Company of Philadelphia, and a Philadelphia Rapid Transit Company bridge car. Information on each identifies the holder of the license, period of issuance, weight of omnibus, and number of persons allowed to be carried on omnibus. Three of the license cards also have printed on the back the enabling councilmanic ordinance.

Lists, under heading of City ward, street name, names of streets bordering section paved, width of street between house lines, width of roadway, width of paved portion, approximate length in feet, approximate number of square feet of each type of paving, including granite block, asphalt, vitrified brick, and miscellaneous paving, type of base, year paved or repaved, and remarks including dates of previous paving and other types of paving used. The areas included in the 3rd Highway District are the 5th through the 17th, 20th, 29th, 32nd & 47th wards (Center City and lower North Philadelphia).

Color code indicated dirt roads and eight different types of paving used in the area lying between the Delaware and Schuylkill Rivers north of the north house line of South Street and west of the following boundaries: north house line of Lehigh Avenue, west house line of Kensington Avenue, west house line of Front Street, south house line of Norris Street, west house line of Frankford Avenue, and north house line of Laurel Street.
