- Acting upon citizens' complaints after the relaxation of federal rent controls in 1947, City Council passed a Rent Control Ordinance, approved on 13 August 1947. This ordinance established a City Housing Rent Commission, and included (1) provisions supplementary to the federal law regarding evictions, and (2) a stand-by rent control program. Federal controls subsequently expired in 1953 and Council adopted a series of ordinances, one each in 1953, 1954, 1955, and 1956, which, in effect, amended the 1947 ordinance so as to provide for actual rent regulation by the City Housing Rent Commission.
The 1953 and 1954 rent control ordinances were respectively declared unconstitutional by the Philadelphia Court of Common Pleas. By appealing these decisions, the City bought time to pass a new ordinance which would address the concerns of the court. Upon approval of the ordinance by the Mayor, the appeals were then dropped.
In 1957, the City Housing Rent Commission was replaced by the Mayor's Fair Rent Committee. This, in turn, was replaced by the Fair Housing Commission, established by Council Ordinance approved 8 February 1962. On 1 June 1993, the staff of the Fair Housing Commission was merged into that of the Commission of Human Relations.
