(1) There is hereby created a Board of Trustees of Philadelphia Prisons which shall be a departmental board attached to the Department of Public Welfare. It shall consist of seven persons appointed by the Mayor and shall be organized and shall function as other departmental boards under the Charter.

(2) The Board of Trustees of Philadelphia Prisons shall exercise all the powers and perform all the duties previously exercised and performed by the Board of Inspectors of the Philadelphia County Prisons.
