(1) No permit for construction, alteration, renovation of demolition of any building or upon any land, nor any zoning permit, shall be issued by the Department of Licenses and Inspections unless there is compliance with the applicable sections of this Chapter.

(2) When a person applies for a permit to construct, alter, renovate or demolish any building or upon any land, or any zoning permit, the Department of Licenses and Inspections shall provide notice of the pending permit application, including a copy of the permit application and any site development plan, to the Director of Commerce no less than seven (7) days before the issuance of said permit.
